Purpose and Background
The Nebraska Department of Health and Human Services (DHHS) partnered with Support and Training for the Evaluation of Programs (STEPs) at the University of Nebraska at Omaha, Grace Abbott School of Social Work, to complete a statewide needs assessment between October 2018 and April 2019. The purpose of this needs assessment was to gauge the capacity of statewide systems in Nebraska to respond to surges or clusters of intentional, unintentional, and unknown drug overdoses, especially in high-burden areas and with a focus on opioids. Treatment providers in Virginia are required by law to offer counseling or referrals to all clients receiving medication-assisted opioid use disorder (OUD) treatment (American Society of Addiction Medicine, 2016; Medical Society of Virginia, 2018). Prescribing physicians widely regard counseling as a critical component of medication-assisted OUD treatment (Lin, Lofwall, Walsh, & Knudsen, 2019), and clients perceive counseling to be among the most important factors promoting recovery from opioid dependence (Hay, Huhn, Tompkins, & Dunn, 2019). The rates of heroin addiction and opiate overdoses have skyrocketed in America in the last decade. The government’s response is to expand the availability of Medication Assisted Treatment (MAT). Because social workers can be expected to be a significant component of the workforce in providing MAT, MAT is relevant to social workers. Many social workers who are working in the area of addictions do not hold favorable views of MAT. This paper considers their objections and evaluates the validity of the basis for these objections.
