The concern for economic well-being undergirds most of the United Nations Sustainable Development Goals. This Perspective articulates an agenda for advancing those goals in resource-constrained countries by leveraging financial capability and asset-building (FCAB) strategies. It also specifies a role for financial technology (commonly called “FinTech”) in this work. The authors conclude with a call for better integrating FCAB and FinTech into plans for advancing the SDGs.

Globalization and information-age technology have led to declines in labor market opportunity, especially for youth. In this paper, we suggest a robust emphasis on civic and volunteer service as one promising policy response. Service can promote civic engagement, meaningful roles in society, and work experience, while making substantial contributions to social and economic well-being. The classic historical example is the Civilian Conservation Corps (CCC) created by President Franklin Roosevelt during the Depression of the 1930s. Social development refers to the integration of improvements in human welfare with economic development and widespread participation in the process and benefits of development. While the notion of social development provides a useful complement to economic-oriented development, it has been criticized as utopian, wide-ranging, and theoretically underdeveloped. After summarizing major conceptualizations of social development, this paper focuses on a particular social development issue -- investment in human development. Civic service is a long-term, intensive form of volunteering. This article reports on a global assessment of civic service, which identified 210 programs in 57 countries. Program goals and administrative partnerships suggest that civic service is a social development intervention. For civic service to achieve its potential, research is recommended regarding server inclusivity, goal accomplishment, and the nature and effect of partnerships.

Traditional approaches in social development have neglected the role of politics, civic engagement, and processes of democratization. This paper empirically tests the extent to which civic engagement and political action are shaped by confidence in state and non-state institutions and political and personal agency. The results underscore the importance of enabling social development through inclusive governance and democratization.

This article describes a pilot program encouraging low-income workers to have their tax refunds directly deposited into low-cost bank accounts. The program did not lead to substantial saving and asset accumulation in the short-term. However, surveys and interviews suggest that the program helped some participants spend money more slowly and more thoughtfully, introduced some to account ownership or direct deposit, and encouraged some to obtain other mainstream financial products. Thus, the program may have helped low-income families “get on track” for future saving and asset accumulation.

The Subsidy Dependence Index (SDI) is the most common way to measure the importance of public support for Development Finance Institutions (DFIs). We present the SDI and show its equivalence to a subsidy-adjusted measure of return on equity. We then review recent attempts to adjust the SDI. As a whole, the recent measures are either meaningless or answer unimportant questions. Their use does not lead to a better understanding of the social cost of a DFI.

This article is an update and continuation of Theodore Schultz’s seminal, but largely unheeded, 1959 article on human capital. Like Schultz, we suggest that building human capital should be a key development strategy for social workers. Empirical research demonstrates that human capital has important positive outcomes. However, opportunities for human capital development are not equally accessible to all. By facilitating human capital development among disadvantaged groups, social workers can help individuals obtain skills that will enable them to compete in post-industrial labor markets.
