To intervene effectively, social workers need to make sense of clients and their situations. A case theory approach to assessment provides a framework to formulate assessments that are clear and directly related to the real-world problems clients present. Explaining the problem situation, case theory forms the foundation for selection of intervention strategies and methods to achieve change. Building case theory requires practitioner abilities to form concepts, relate concepts into propositions, develop hypotheses, and organize these into a coherent whole. This study identifies factors associated with client participation in intensive, in-home family preservation services. Our initial focus was on client cooperation, but a review of the literature and preliminary analysis of empirical data convinced us to broaden this focus to consider the diverse ways in which clients participate in treatment.
The clients in our study were involuntary, in that they were referred for family preservation services by a public child welfare agency following substantiated reports of child abuse and neglect. The services were intended as an alternative to removal of a child from the home. The primary caregiver was the …

Neighborhood Effects On Afdc Exits: Examining The Social Isolation, Relative Deprivation, And Epidemic Theories, Thomas P. Vartanian

Linking data from the Panel Study of Income Dynamics with the 1970 and 1980 censuses, the author finds that, in accordance with the social isolation theory, neighborhood conditions greatly affect the likelihood of exiting the Aid to Families with Dependent Children (AFDC) program. Neighborhood conditions are especially strong predictors of leaving the program for African Americans, high school dropouts, and for those who marry. Members of each of these groups stay on welfare significantly longer when they live in the most economically depressed neighborhoods of neighborhoods with a relatively high proportion of manufacturing relative to professional and executive workers. This paper presents an analysis of the current situation in child welfare–the explosion of foster care caseloads, the proliferation of family preservation programs, and the principles underlying these approaches–and suggests new ways of thinking about reform of the child welfare system.
We begin with a review of the increase in out-of-home care. We then tum to an analysis of the three basic principles underlying the current child welfare system: permanency, least restrictive alternative, and reasonable efforts. A Synthesis Of Research On Family Preservation And Family Reunification Programs, Julia H. Littell, John R. Schuerman

How effective are current efforts to preserve and reunify families in child welfare? In this paper we review research on programs aimed at preventing out-of-home placement of children, broader family preservation programs, and programs designed to reunify families with children in foster care.1 We examine what is known about the outcomes of these programs, relationships between service characteristics and outcomes, and the response of subgroups of clients to services.
Claims that family preservation programs result in substantial reductions in the placement of children are based largely on non-experimental studies. Such studies do not provide solid evidence of program effects. Evidence …

What Works Best For Whom In Family Preservation? Relationships Between Service Characteristics And Outcomes For Selected Subgroups Of Families, Julia H. Littell, John R. Schuerman, Amy Chak

Once the effects of case characteristics were taken into account. we found that there were no significant relationships between the duration of services. amounts of contact with workers, number of concrete services, or provision of specific types of services and case outcomes.
In sum, we discovered that the duration, amounts, and types of services do not alter the risks of placement or subsequent maltreatment among families with cocaine problems, those with inadequate housing. families of a parent with serious emotional problems, or cases with serious child care skill deficits. Directions for further research in this area are discussed.

This research attempted to clarify and test a theory of the borderline/ narcissistic personality. This particular personality type has recently received a great deal of attention by practitioners. A literature review was done to identify major points in the theory, and a formulation geared towards the needs of social work practitioners was developed.
A rating scheme cujodying the theoretical formulation was applied. There were thirty-six out-patient subjects from three clinics and three private therapists. One to four taped sessions per subject were rated by independent judges based on the rating scheme developed out of theory. Independent diagnosticians placed subjects in …
