Effects Of Mothers' Assets On Expectations And Children's Educational Achievement In Female-Headed Households, Min Zhan, Michael Sherraden

This study examines the effects of mothers’ assets (home ownership and savings) on their expectations and children’s educational achievement in female-headed households. Through the analysis of data from the National Survey of Families and Households (NSFH), results indicate that single mothers’ assets have positive effects on children’s educational achievement, and this effect is partially mediated through expectations. The study also finds that the positive effects of household income on children’s outcomes occur mainly through mothers’ assets. These results lend support for expansion of asset-based policies for poor women with children.

This paper examines the relationship between income and saving performance in Individual Development Accounts (IDAs). We first discuss theories of saving. Next, for IDA participants in the American Dream Demonstration, we look at income sources and distribution, followed by tabulations of income and savings outcomes. Following this, we discuss results from regression analyses on savings outcomes. We find that savings amount did not increase with income and that the savings rate decreased with income. Although the data do not reveal exactly what caused this, we believe that institutional factors in IDA programs played an important role.

Both theoretical frameworks and empirical evidence show that asset-based, means-tested welfare programs have negative effects on savings behaviors of welfare recipients. In this study, we examine how welfare recipiency is associated with savings outcomes in Individual Development Accounts. The results suggest that when other factors are controlled, receipt of welfare either before or at enrollment of IDAs is not correlated with savings outcomes. Policy implications under current welfare reform are discussed.

This study is the first quantitative look at the effects of financial education on savings outcomes for the poor in Individual Development Accounts. The findings suggest that financial education has sizeable effects, and that courses need not be long to take advantage of them. Marketing and public-policy implications are noted.

This paper illustrates the potential for management information system (MIS) technology to integrate information collection, management and reporting within a single program or network of organizations. Properly devised and created, MIS applications improve administration, service delivery and practice evaluation. Three strategies are offered to guide the design and development of MIS software. This paper is based on lessons from the production and implementation of MIS software that serves as a management and evaluation tool for a nationwide policy demonstration. Data from the MIS have helped to shape state and federal policy.

Effective community development requires the establishment of links among multiple organizations and institutions. How well the network functions depend on the specificity and accuracy of the information exchanged. In this paper, we illustrate how the introduction of a management information system (MIS) to a network of economic development programs across the United States meets the diverse information needs of the multiple members and standardizes their communication. This paper presents quantitative and qualitative data regarding the saving and asset-accumulation strategies used by low-income participants in Individual Development Account programs(IDAs). the results of a cross-sectional survey with 298 IDA participants and case studies with 15 IDA participants—the first methods that assessed saving behavior among this population—demonstrate that low-income individuals use psychological and behavioral strategies to save, deposit, and maintain assets. the most frequentlyused strategies are behavioral saving strategiesfor increasing the efficiency of spending (e.g., shopping more carefully for food) and for reducing consumption (e.g., spending less on leisure).
