Despite the prevalence of neglect in the child welfare system, understanding of the etiology of neglect remains limited in scope. Limitations are driven by the frequent reliance on child protective services (CPS) data which consists of identified cases and consequently, the most serious of all cases, or through a few population based studies that operationalize neglect as a homogenous phenomenon rather than as distinct subtypes. Furthermore, most studies of neglect focus on maternal deficiencies while paternal factors are largely ignored.
