Child abuse and neglect is a leading factor in the staggeringly high rates of child mortality in Louisiana. In 2017, Louisiana had 44,793 total referrals for child abuse and neglect of which 19,851 were investigated (CWLA, 2019). Child abuse and neglect can have multiple detrimental effects on a child’s physical, psychological, and behavioral health. Effective prevention efforts are critical to ensuring the immediate and long-term safety and well-being of children in Louisiana. Each year, LCTF selects high-quality proposals and funds a range of prevention efforts to protect children, strengthen family well-being, and educate the public about children’s safety. Child neglection has been a concerning topic in today's society. Therefore, parent classes have been implemented as a method of prevention services. Through evidence-based interventions and the effective outcomes programs parenting classes have stopped incidents of child neglect and abuse by providing parents with the knowledge, education, and skills to prevent this from occurring. This research was qualitative, and the data collected allowed the researcher to discover the outcomes of how parent education can prevent child neglect. The following is a quantitative study, with a sample of 71 adults, ranging from ages 18 to 60, to gather information about the effects of parentification in developing adults. Topics varied from parentification to trust and ethnic characteristics. There is a limited amount of information on the topic of parentification its effects on the developing adult which impact how professions in social services can help those who have experienced parentification. While child neglect is the most substantiated form of child maltreatment, there is a lack of assessment tools leading to effective treatment, particularly among older victims of neglect. To date, the research has focused on younger victims and the subsequent disruption in the attachment relationship. Although development of child neglect assessment tools has been pioneered by an ecological model, the relational nature of this type of maltreatment also necessitates an assessment of relational factors that are highly correlated to child neglect. Using data from age 3 of the Fragile Families and Child Wellbeing Study, the current study explores the complex relationships between U.S. child care subsidies and neglect. Specifically, the study examines two research questions: (1) Are U.S. child care subsidies associated with selfreported neglect among low-income mothers? (2) What individual types of self-reported neglect are significantly reduced by receipt of child care subsidy? Using negative binomial regression examining the relationships among mothers who were income-eligible for child care subsidy, we found that child care subsidy was associated with lower levels of supervisory neglect, indicating an important role of subsidy in …

Child maltreatment is a historical and current problem in the United States. Children are exposed to physical abuse, neglect, and sexual abuse in alarming numbers. In 2014, state agencies found an estimated 702,000 victims of child maltreatment. With two thirds of this group representing child neglect victims, research studies and effective interventions are needed for this group in particular. Child maltreatment, including physical abuse, neglect, emotional, and sexual abuse is a continuing social problem in the United States, resulting in a number of children who experience challenges with family and peer relationships in adolescence. Child neglect is one of the most common forms of abuse however, it is less likely to be investigated or substantiated than is physical abuse. Female child maltreatment in particular results in possible problems for victims with family and peer relationships in early adolescence. This study presents empirical findings about the association between childhood neglect and adolescents’ subsequent involvement with drug and alcohol related offense from a sample of 251 neglected children and their community matched control (N = 502) from a 17-year period longitudinal data set. Findings confirmed that neglected children were at greater risk to be arrested for later juvenile drug and alcohol offenses than non-neglected children. Being male, White and the presence of domestic violence also significantly contributed to elevated risks of being arrested for juvenile drug and alcohol violations for neglected children. Implications for practice and future research are discussed.

Despite the prevalence of neglect in the child welfare system, understanding of the etiology of neglect remains limited in scope. Limitations are driven by the frequent reliance on child protective services (CPS) data which consists of identified cases and consequently, the most serious of all cases, or through a few population based studies that operationalize neglect as a homogenous phenomenon rather than as distinct subtypes. Furthermore, most studies of neglect focus on maternal deficiencies while paternal factors are largely ignored. The first cycle of the Canadian Incidence Study of Reported Child Abuse and Neglect (CIS-1998) was the first Canada-wide study to examine the incidence of reported child maltreatment and the characteristics of children and families investigated by Canadian child welfare services. Comparisons between the CIS-1998 and CIS-2003 will provide the opportunity for the first time in Canada to examine trends in child maltreatment such as the rates of child welfare services, maltreatment types, substantiation outcomes, and severity of maltreatment.

As formal systems for the protection of children have evolved in this country, certain barriers to achieving justice within the child protection system have emerged concomitantly. Specifically, these barriers involve ambiguous definitions of abuse and the appearance of social inequality and bias within the child protection system. One means of surmounting these barriers to justice is family group conferencing (FGC). Support for this assertion comes from the integration of the restorative justice model and procedural justice theory. Legal guardianships for abused/neglected children are often utilized by the child welfare system to create permanency placements. This descriptive study explores the permanency outcomes for abused/neglect children in legal guardianships. Five hundred forty-five family court guardianship files from two southwestern counties in Michigan were reviewed. The findings indicated that successful permanency was dependent on the reason the guardianship. Legal guardianships established following adjudicated child abuse/neglect (seventy-seven) in family court had a permanency disruption rate of 29%. Guardianships established after child abuse/neglect occurred (thirty-six), but prior to adjudication, had a permanency disruption rate of only 9%. Reasons for the disruptions and …
