The Changing Nature Of Accountability In Administrative Practice, Lawrence L. Martin, Kathryn Frahm

The Journal of Sociology & Social Welfare

This article looks at the subject of accountability in the administration of the human services. The history of accountability over the last four decades is chronicled and discussed. The point is made that during this period, funders have largely determined the nature of accountability. Because funders have been primarily concerned with funding, accountability has tended to be financial in nature. The authors argue that the focus on financial accountability had two major detrimental effects. First, programmatic accountability was reduced to secondary importance. Second, a wedge was driven between macro administrative practice and micro direct practice as social work managers and …

The President's Emergency Plan for AIDS Relief (PEPFAR) is the most recent international social program instituted by the U.S. Government to combat HIV/AIDS. Since its inception in 2003, this foreign policy initiative has dedicated $63 billion for HIV/AIDS prevention and treatment in foreign countries. Despite PEPFAR's many accomplishments, it continues to promote controversial prevention strategies. This paper analyzes these prevention strategies, utilizing social work values as described in the NASW Code of Ethics. Policy, practice, and research implications are discussed.

Institutional Structures Of Opportunity In Refugee Resettlement: Gender, Race/Ethnicity, And Refugee Ngos, Stephanie J. Nawyn

The Journal of Sociology & Social Welfare

Previous research suggests that social welfare assistance can further subordinate already disadvantaged recipients. Refugee resettlement, essentially a social welfare program, offers a diferent perspective on how welfare assistance might exert social control. Using data gathered from 60 in-depth interviews with people working in resettlement and observations at refugee non-governmental organizations (NGOs), this paper argues that refugee NGOs provide a complex institutional opportunity structure that has the potential to reproduce the gender and racial/ethnic subordination embedded in refugee welfare policy while also providing opportunities for refugees to counteract subordinating gender and racial/ethnic relations through advocacy and cultural activities. Major national reports have highlighted the deleterious influence of early childhood familial risk factors that adversely influence young children's educational well-being. Guided by a developmental epidemiology framework, the purpose of the present population-based study was to examine the timing and influence of first experiences of substantiated child maltreatment and homelessness on children's academic achievement and attendance at the end of second grade for an entire cohort of 12,045 second grade students in a large, urban school district. Presently alcohol policy in India takes a moral stand rather than a scientific approach towards understanding and dealing with the problem of alcoholism. To effectively address this social problem in India, public policy must take into account the nature, extent of the problem and the context in which it occurs. This literature review examines the nature, prevalence and impact of alcohol use and misuse in India, within its historical and cultural contexts, as a beginning step to inform policy. Recommendations for practice and future research directions are suggested.

Solving The Childcare And Flexibility Puzzle: How Working Parents Make The Best Feasible Choices And What That Means For Public Policy, Arthur C. Emlen

This monograph’s contribution to knowledge was two-fold: 1) reliable measures of the quality of childcare as perceived and assessed by the parents themselves; and 2) discovery that the quality of the care chosen by working parents depends upon the amount of flexibility they can muster from their immediate environment at work, at home, or from accommodating childcare providers. It doesn’t matter which source of flexibility works best for them. It’s the flexibility that allows optimum choice. The findings suggest that public policy should recognize the vast diversity of parental choices and the flexibility needed to improve their choices. That means …

Congressional concern about homeless students resulted in the McKinney-Vento Act (MCKV) in 2001, which provides funds to local educational agencies (LEAs). MCKV is almost a decade old, yet no evaluations of its academic effectiveness have been reported. Using a systems theory framework, this study answered research questions (RQs) involving whether normally housed students in Grade 6 scored higher than homeless students in Grade 6 in reading (RQ 1) and math (RQ 2) on end-of-grade (EOG) test scores and whether homeless students in Grade 6 from LEAs that received MCKV funding scored better in reading (RQ 3) and math (RQ 4) …

Existing data that informs decision making in Multnomah County inadequately captures the lived experiences of communities of color. Rarely do existing reports include dimensions of race and ethnicity. Much research has been undertaken without the involvement of those most affected by the decisions guided by the research. The impact is that communities of color are rarely visible at the level of policy. Data has been used to obscure and oppress rather than to empower communities and eliminate disparities. This is not acceptable, and leads to inequitable policy and devastating outcomes for people of color.

This study examines whether there is a significant relationship between homeownership and engaged parenting practices among low- and moderate-income households. Using analytic methods which account for selection effects and clustering, we test whether homeownership can act as a protective factor against parental disengagement from children. Controlling for individual characteristics, analyses demonstrate that homeowners are more likely than renters to demonstrate engaged parenting behaviors such as organizing structured activities for their children. While renters are more likely to read to their children, the children of homeowners spend less time watching television and playing video games. Implications for low-income housing policy are …
