The discussion regarding government benefits and reliance on welfare benefits is one that takes place in arenas of policymaking and academia alike. These discussions often focus on poverty that exists in densely populated metropolitan areas, resulting in a scarcity of research regarding unique characteristics of rural poverty. Eighty-four rural Louisiana women participated in a longitudinal study of the impacts of welfare reform in their lives. Twenty years later, two (N = 2) rural Louisiana women, each former welfare recipients, participated in an in-depth qualitative case study examining their transition away from welfare programs. Background: We examined paradoxical and barrio advantaging effects on cancer care among socioeconomically vulnerable Hispanic people in California. Methods: We secondarily analyzed a colon cancer cohort of 3,877 non-Hispanic white (NHW) and 735 Hispanic people treated between 1995 and 2005. A third of the cohort was selected from high poverty neighborhoods. Hispanic enclaves and Mexican American (MA) barrios were neighborhoods where 40% or more of the residents were Hispanic or MA. Key analyses were restricted to high poverty neighborhoods. Results: Hispanic people were more likely to receive chemotherapy (RR=1.18), especially men in Hispanic enclaves (RR=1.33) who were also advantaged on …

Student misconduct leading to youth violence has been recognized as a major public health problem requiring intervention. To reduce antisocial behaviors, school districts and non-profit organizations promote prosocial behaviors and problem-solving skills. Positive youth development, social emotional learning, positive behavioral intervention support, and conflict resolution programs have been implemented in many school districts; yet problems associated with aggression, poor decision-making, and low student achievement still occur. Federal government policies, while benefitting some urban areas, have historically been detrimental to African-American people. Years of welfare and housing policies have placed central city residents, especially African-Americans, at a disadvantage which they have not overcome. Policies that once denied benefits to Black people, such as public welfare and federally-insured mortgages, morphed into stigmatized policies which, when available to Blacks, became obstacles to their advancement. These same policies enabled the majority White population to do what they were initially designed to do – provide a toehold during a period of temporary economic decline after which personal advancement was possible.

Structured Savings And Asset Ownership: The Role Of Rotating Savings And Credit Associations Among African Immigrants In The United States., Habiba Ibrahim

The Journal of Sociology & Social Welfare

Rotating Savings and Credit Associations (ROSCAs) are commonly practiced in developing countries across the globe. The practice is also common among immigrants in developed economies. This study uses survey data collected from African immigrants in the United States to examine whether saving in ROSCAs is associated with asset ownership among the participants. The results found that after receiving the ROSCAs savings, asset ownership among participants increased. Home ownership increased by 13.6%, small businesses increased by 27.2% (including taxi and commercial trucks) and car ownership increased by almost 20%. In conclusion, ROSCA participation increased asset ownership.

This dissertation presents the racial-gendered lived experiences of Black women living in Toronto Community Housing (TCH; subsidized housing). This research found that Black women and their families are disproportionately faced with challenges due to barriers caused by housing policy and procedures that also affect the overall development and wellbeing of their children. It also highlights the ways in which Black women continue to thrive and survive in the face of detrimental and derelict living conditions; accomplished through community development and support initiatives, and fostering strong communities.

Background and aims: Polysubstance use is common and contributes to morbidity and mortality of hospitalized patients, and yet little is known about patterns of substance use among hospitalized patients, or how an addiction consult service (ACS) might impact polysubstance use after discharge. The objective of this study was to identify patterns of substance use at admission and after discharge among hospitalized patients with substance use disorders who saw an ACS.

Design: Prospective cohort study. We used latent transition analysis of substance use scores at the time of hospital admission and 30 to 90 days posthospitalization.

This thesis examines the role of poverty in the United States and how it has impacted social and economic systems. It explores how U.S. poverty measurements developed in the 1960s may not be accurately measuring poverty now, and the ways in which these measures could be improved upon. This work also reviews literature on health and educational inequities stemming from socioeconomic class, and the role these play in long-term economic mobility. This study used a mixed methods design to explore the geographic mobility of homeless service users in northeastern New York State and the relationship between mobility and homeless service use, engagement, and delivery. For the quantitative component, a sample of Homeless Management Information System (HMIS) data—that includes adults accessing homeless services in 2017 across 21 counties in northeastern New York State—was used to describe service users’ mobility and the demographic, background, and service use characteristics associated with mobility. Education Support For Foster Care Youth: The Impact Of Federal Spending On Employment Outcomes, Carlisle C. Bates

This study examined the extent to which supportive services funded through the federal John H. Chafee Foster Care Independence Program (CFCP) are associated with academic success and employment in foster care youth. Studies suggest that this group experiences poorer employment outcomes (Gypen, Vanderfaeillie, De Maeyer, Belenger, & Van Holen, 2017; Okpych & Courtney, 2014) and earn less money annually (Gypen et al., 2017; Okpych & Courtney, 2014; Pecora, 2012). Despite a 29.4-billion-dollar annual budget for foster care services, individuals with a foster care history struggle after they transition out of care.

The CFCP is intended to help states improve education …
