Serving The Homeless: Evaluating The Effectiveness Of Homeless Shelter Services, Robert L. Fischer

The effects of homeless assistance services at the local level are tremendously difficult to ascertain. In this study, a four-month sample of homeless persons served by a local homeless shelter and case management program were contacted nine to eleven months after receiving services. The findings suggest that the program had some initial success in assisting the homeless clients to locate housing within the first year after leaving the shelter. However, the housing costs paid by these formerly homeless were quite high, with nearly three-quarters of them spending forty percent or more of their income on housing.

As compared to Toronto’s poor people, three to four-fold as many of upstate New York’s poor live in severely impoverished neighborhoods, areas where 40% or more of the residents have annual incomes below the federally established low income or poverty criterion. However, the prevalence of such extremely degraded living conditions increased similarly (two-fold) on both sides of the Canadian-US border during the 1980s. This urban problem, of the concentration of poor people, seems to predominantly be an inner-city problem in the US, whereas it was found to be nearly equivalently extant in the inner-city, mid-suburban and outlying suburban areas of …

The task of identifying nonprofit organizations, voluntary action and philanthropy as the principal constituents of a single "sector" within the larger economy, society and polity has been a central challenge for the multidisciplinary paradigm which seems to be emerging in this field. The concepts of the commons and common goods are presented as concepts with important multi-disciplinary implications. The commons is characterized by uncoerced participation, shared purposes and resources, mutuality and fairness and the derivative concept of common goods, as desirable ends which are universal and indivisible within a commons but not necessarily beyond. This paper includes a review of the evolution of social planning in the context of human services. It also includes an elaboration of nine approaches to social planning for aging services: community planning councils, the aging network, Title XX planning, state health planning, service reorganization initiatives, the national network of policy institutes, long-term care planning and housing planning. The paper concludes with a consideration of social planning technology, including needs assessment, resource analysis, comparison of alternatives, determination of priorities, implementation and evaluation. The Multnomah County Aging Services Division (ASD) and the tri-county developmentally disabled programs provide transportation services for their elderly and handicapped clients primarily by contracting with TRI-MET, the regional transit district. This system is strained because the demands for transportation services are increasing, the cost of contracted services exceeds the county's transportation funds, the quality of service does not meet all clients' needs, and TRI-MET has been spending less of its primary funding sources on elderly and handicapped transportation. There are a variety of problems that affect older people in rural areas. In the first part of this paper, we examine four problems affecting the rural aged in particular: health, income, housing and social integration into rural communities. In the second part of the paper, we examine the question of whether programs to deal with these problems that have developed in various cities in the United States can readily be translated into rural communities. This study is a follow-up to an earlier (1971) proposal for the application of Input-output analysis to social planning in human services (Repository item #753), and predates current models of human services as part of the nonprofit, or third sector. The manuscript details a study of financial inputs and service outputs in human services in the United Way system of Knoxville TN, noting a variety of quantitative ratios and measures of the human services delivery system, and assessing some of the strengths and weaknesses of the matrix approach.

This article reports on a study of interstate differences in the availability of nursing home beds, personal care home slots and public housing, and attempts to assess the impact of the adoption of Medicare and Medicaid six years before on the availability of these components of what was termed the "geriatric residential environments continuum" or GRE. The underlying idea is that components of long-term health care, personal care and housing/shelter are three common elements of a wide variety of public policy for the aged.
