Outsiders-Within: Critical Race Theory, Graduate Education And Barriers To Professionalization, Carolann Daniel

This article uses the lens of critical race theory to examine the experiences of minority students in and outside of the social work education classroom. Research has not critically analyzed the structures, policies and practices of graduate education programs and how they influence the socialization experiences of students. Qualitative interviews with 15 African American and Latino students reveal that their experiences are often characterized by marginalization and conflict. They suggest that certain aspects of the professionalization process create and support forces that reproduce stratified social relations. Controlling The Levers Of Power: How Advocacy Organizations Affect The Regulation Writing Process, Richard Hoefer, Kristin Ferguson

The Federal regulation-writing process is vital to understanding how laws are translated into policy. This paper re-examines data on human services interest groups active in lobbying the executive branch to determine what factors influence their effectiveness. Building on findings from Hoefer (2000), structural equation modeling is used to re-analyze the original regression model of interest group effectiveness (IGE) on a sample of 127 Washington D.C.-based interest groups. Results indicate that some of the previous findings are not supported and an alternative model is proposed. A group's position, context and access to information and policymakers emerge as significant determinants of IGE. …

Over the past 15-20 years there has been a dramatic increase in transnational social movements including the movement to eradicate violence against women. This paper examines the development of the transnational women's movement and the prioritizing of violence against women (VAW) as a universal women's agenda using the United Nations (U.N.) human rights conferences as a focal point. As one form of VAW, domestic violence (DV) has been placed into the human rights context by many organizations globally. The implications and possible limitations of universalizing a framework for DV are explored using salient examples from various areas of the world. …

This issue brief considers a series of policy and programmatic approaches to promoting healthy aging lifestyles in the state while ensuring the continued involvement of relatives and other informal supports in all such efforts. We examined the psychological dimensions of parents’ perceptions of their infant children and their own abilities as parents at two observation points in a racially and socio-economically diverse sample of 174 mothers. Parenting perceptions and life circumstances were hypothesized to predict interactive behavior observed in the home. Baseline assessments were conducted in hospital, within 36 hr of delivery. Follow-up assessments were conducted in their homes when the children were 6 to 12 months old. Of five major psychological constructs studied, only parents’ perceptions of children, represented particularly by empathic responsiveness and absence of role-reversal, predicted the quality of behavioral interactions …

This study identified groups of mothers with varying patterns of adaptive functioning and bonds with their own parents. These patterns were related to mothers' parenting of their own children to understand how some mothers avoid repeating the cycle of poor parenting. Data from 210 new mothers were analyzed before hospital discharge about bonding with their caregivers during childhood and six to 12 months later about adaptive functioning, life circumstances, and parenting. Latent cluster analysis identified four distinct groups of mothers with regard to parental bonds and adaptive functioning: positive-adaptive mothers (good bonding and good adaptive functioning), positive-maladaptive mothers (good bonding …

Vermont’s Division of Disability and Aging Services (DDAS) and Division of Vocational Rehabilitation (DVR) worked with a local service provider to convert its congregate day services to community employment. Implementation Between 1987 and 2002, DDAS and DVR worked with several providers to close down sheltered workshops and move people into community supports.

The Tennessee Employment Consortium (TEC) is a statewide organization focused on increasing the number of Tennesseans in integrated employment. The consortium comprises volunteers from the state’s Division of Mental Retardation Services (DMRS) and Division of Rehabilitation Services (DRS), the Tennessee Council on Developmental Disabilities, the ARC of Tennessee, the Center on Disability and Employment at the University of Tennessee, community rehabilitation providers (CRPs), family members, and other stakeholders. TEC’s ability to organize collaborative activities across state agencies, advocacy organizations, and CRPs has played an important role in increasing integrated employment outcomes.

Over six years, regulations in Vermont gradually restricted and eventually prohibited the use of state funds for sheltered workshops or enclaves. Concurrent with the change in funding regulations, the state worked with providers to convert the remaining sheltered workshops in Vermont.

Washington’s Division of Developmental Disabilities (DDD) has recently issued a new policy which went into full effect on July 1, 2006. This policy “designates employment supports as the primary method of furnishing state-financed day services to adult participants.” Emphasizing community employment as the primary service option, the policy further states that: “services for persons under the age of 62 that do not emphasize the pursuit or maintenance of employment in integrated settings can be authorized only by exception to policy” (WA DHSH, DDD, “County Services for Working Age Adults” Policy 4.11). Health related quality of life (HRQOL) can be measured by a wide range of instruments, many of which have been designed for specific conditions or uses. "Preference-based" measures assess the value individuals place on health, and are included in economic evaluations of treatments and interventions (such as cost effectiveness analysis). As economic evaluation becomes more common, it is important to assess the applicability of preference-based health related quality of life (HRQOL) measures to public health issues. Racial events that reveal the larger forces of racism in society are common and obvious in the sociospatial realm we term the backstage, especially in situations where whites interact with white friends and relatives. Backstage settings, where interactions typically take place among whites only, involve an array of complex interactions and performances. There we observe all dimensions of racial events-- indications of who is allowed and not allowed in the backstage, what racialized performances are tolerated or expected there, the sociospatial character of contexts, the impact of conventional racial framing, and the pervasive influence of the larger society. This project focused on immigrants' perceptions of social services and social workers. The study employed the post positivist paradigm. The project was conducted with legal and illegal immigrants who received services at Bilingual Family Counseling Service in the city of Ontario, CA. The study found that the immigrants' perceptions about social service agencies and social workers were multi-determined by at least three elements: knowledge, experiences, and attitudes. The dynamic interaction between experiences and attitudes shaped the immigrants' perceptions. Most of the respondents had a positive attitude toward social workers and social services agencies.

This report summarizes the results of a series of survey research projects examining the attitudes and behaviors of Cache County residents regarding recycling programs in 2005. USU researchers were contacted by the Cache County Service District #1, through the Logan Environmental Department, to update information about household recycling attitudes and behaviors, and to present results to various audiences as part of the long-range county solid waste master planning process.

The goal of Employment First was to make employment the first day service option for adults receiving supports funded by DMRS, Medicaid, or the state. Employment First set the standard that employment was the preferred service option for adults with mental retardation and developmental disabilities (MR/DD).
