There are several features of complex systems that make creating change in K-12 education difficult, including: delays between the intervention and outcome, unexpected or confusing responses to interventions, and differences in how individuals and groups experience the same systems. The concept of “accumulation” provides important insight into how misperceptions, delays, and counter-intuitive system responses occur in education change efforts. Stock [BE1] and Flow Diagrams are visual tools to identify and visually describe key accumulations in the systems and facilitate conversations to understand systems better.

Education for children with disabilities in Afghanistan, particularly disabled girls, continues to lag behind despite laudable efforts of the Ministry of Education to promote universal access for all. The opportunity for education constitutes not just a means of achieving learning outcomes but also a space for social interaction, individual development and psychosocial support, which are paramount in Conflict Affected Fragile States (CAFS). However, many persisting barriers still need to be overcome in Afghanistan to allow education for all and change negative attitudes towards education of children with disabilities. Disability and poverty have a complex and interdependent relationship. It is commonly understood that persons with disabilities are more likely to be poor and that poverty may contribute to sustaining disability. This interdependency is revealed not only through an examination of poverty in terms of income but also on a broader scale through other poverty related dimensions. Just how robust is this link? This paper compares data collected from household surveys in Afghanistan and Zambia, and explores the potential link between multidimensional poverty and disability. This paper analyses equity in health and healthcare utilization in Afghanistan based on a representative national household survey. Equitable access is a cornerstone of the Afghan health policy. We measured socioeconomic-related equity in access to public health care, using disability– because people with disabilities are poorer and more likely to use health care – and a concentration index (CI) and its decomposition. The socioeconomicrelated equity in healthcare utilization was measured using a probit model and compared with an OLS model providing the horizontal inequity index (HI). Capabilities Perception Of Well-‐Being And Development Effort: Some Evidence From Afghanistan, Jean-Francois Trani, Parul Bakhshi, Cécile Rolland

This paper examines the relationship between capabilities, well-being and the impact of development efforts in Afghanistan. Using data from a nationally representative survey, we argue that very vulnerable groups maintain a positive perception of well-being by referring to collective values and practices. Our data suggest that deprivation of individual basic capabilities does not systematically lead to a low perception of well-being if individuals have access to other capabilities such as love and care and participation in the community affairs. This paper explores the contribution of the capability approach of Amartya Sen and other authors to policy making in the specific case of disability policy. After reviewing existing models, their translation into action and their limitations in this regard, the paper introduces a new policy framework based on the capability approach. In particular, we introduce a new measure of functionings and capabilities. We investigate ways of measuring the gap between functionings, what people are able to do and be, and capabilities – the valuable practical opportunities people have and choose from. This paper presents findings on conditions of healthcare delivery in Afghanistan. There is an ongoing debate about barriers to healthcare in low-income as well as fragile states. In 2002, the Government of Afghanistan established a Basic Package of Health Services (BPHS), contracting primary healthcare delivery to non-state providers. The priority was to give access to the most vulnerable groups: women, children, disabled persons, and the poorest households. In 2005, we conducted a nationwide survey, and using a logistic regression model, investigated provider choice. We also measured associations between perceived availability and usefulness of healthcare providers. Our results indicate that the …

Presently alcohol policy in India takes a moral stand rather than a scientific approach towards understanding and dealing with the problem of alcoholism. To effectively address this social problem in India, public policy must take into account the nature, extent of the problem and the context in which it occurs. This literature review examines the nature, prevalence and impact of alcohol use and misuse in India, within its historical and cultural contexts, as a beginning step to inform policy. Recommendations for practice and future research directions are suggested.

Amartya Sen looks at people’s well-being in terms of functioning and freedom, rather than in terms of the amount of goods or services consumed. The capability approach developed by Sen deals with what people are able to achieve by using these commodities. Concerning disability, he wrote: “We must take note that a disabled person may not be able to do the many things that an able-bodied individual can, with the same bundle of commodities” (Sen, 1985 p.7). The present paper attempts to analyse some of the shortcomings that have impeded efforts in the field of disability in Afghanistan. After an overview of recent disability initiatives, this article presents elements that have contributed to the limited impact. The context of a Conflict Affected Fragile State (CAFS) makes particularly intricate the development of state-capacity as well as the delivery of basic services for the population. This article attempts to examine the methodological intricacies of measuring prevalence rate of disability through a population based survey using the International Classification of Functioning, Disability and Health of the WHO and the Capability framework, developed by Amartya Sen and others. After a rapid overview of the Afghan context and the process leading to the research programme, it presents the example of the methodology used in the NDSA and the survey protocol.
