This paper proposes a parallel evolutionary strategy to solve a large-scale dynamic optimal reactive power flow (ORPF) problem to minimize the transmission losses while ensuring that the power system constraints are met, by varying the voltage magnitude of generators, the transformer taps and all reactive power support, installed in the power system. The existing heuristic algorithms are time-consuming due to the large number of sequential calculations that need to be carried out. The fast and precise measurement of coal fragments, which is important to understand the crack propagation and energy dissipation process of coal failure, has not been achieved by previous research. The realization of a fully integrated group IV electrically driven laser at room temperature is an essential issue to be solved. We introduced a novel group IV side-emitting laser at a wavelength of 1550 nm based on a 3-layer Ge/Si quantum well (QW). By designing this scheme, we showed that the structural, electronic, and optical properties are excited for lasing at 1550 nm. The preliminary results show that the device can produce a good light spot shape convenient for direct coupling with the waveguide and single-mode light emission. This paper presents a study on the deformation and degradation responses of railway ballast using large-scale laboratory testing and computational modeling approaches. A series of large-scale triaxial tests were carried out to investigate the ballast breakage responses under cyclic train loading subjected to varying frequencies, f=10-40  Hz. The role of recycled rubber energy-absorbing mats (REAMs) on reducing ballast breakage was also examined. Laboratory test results show that the ballast experiences significant degradation (breakage) and deformation, while the inclusion of REAMs can reduce the ballast breakage up to about 35%. Internet access in Iran is characterized by strong censorship, limited access, surveillance, and widespread state-sanctioned propaganda. The regime in Tehran views internet freedom as a critical threat to its national security (Henry, Pettyjohn, and York 2014). Using an index of variables such as obstacles to access, limits on content, and violations of user rights, the nongovernmental organization Freedom House rates Iran’s internet access as “not free” (Freedom House 2018). This article describes the challenges of data governance in terms of the broader framework of knowledge commons governance, an institutional approach to governing shared knowledge, information, and data resources. Knowledge commons governance highlights the potential for effective community- and collective-based governance of knowledge resources. The article focuses on key concepts within the knowledge commons framework rather than on specific law and public policy questions, directing the attention of researchers and policymakers to critical inquiry regarding relevant social groups and relevant data “things.” Both concepts are key tools for effective data governance.

The COVID-19 pandemic has laid bare not only the social and racial inequities in society, but also the pedagogical and access to justice inequities embedded in the traditional legal curriculum. The need to re-envision the future of legal education existed well before the current pandemic, spurred by the shifting nature of legal practice as well as demographic and technological change. This article examines the impact of the COVID-19 pandemic on legal education, and posits that the combined forces of the pandemic, social justice awareness and technological disruption will forever transform the future of both legal education and practice.
