Im Oktober 2000 hat die Europäische Kommission eine Sondierung zur Patentier-barkeit software-bezogener Erfindungen eingeleitet. Gegenwärtig beraten die Mit-gliedstaaten des Europäischen Patentübereinkommens beim Europäischen Patent-amt darüber, ob die diesbezüglichen Einschränkung für die Patentierung aus dem Patentübereinkommen gestrichen werden soll. Hintergrund dieser Diskussionen ist die Befürchtung, dass das Fehlen EU-weit einheitlicher Rechtsvorschriften die Wettbewerbsfähigkeit und das Wirtschaftswachstum der Europäischen Union hemmen könnte [4, 5]. Auch der im Frühjahr 2002 vorgelegte Richtlinienvorschlag der Europäischen Kommission wird kontrovers debattiert; eine Lösung die den In-teressen aller betroffenen Akteure berücksichtigt scheint auch heute noch in weiter Ferne zu sein [8].

The importance of information and communication technologies in everyday life is increasing strongly. The growing penetration of PCs in households and offices and the almost ubiquitous use of mobile communication devices are vivid examples for this development.
The key drivers influencing the penetration, usage patterns and specific energy consumption of IC-equipment were examined and a bottom-up analysis of the direct energy consumption of ICT-equipment in households and offices was made for 2001 resulting an energy demand of 38 TWh. In this article we present the results of two empirical studies focusing on the structure and extent of the innovation activities of the German Software Industry and analyze distinctive features of Software Innovations. We distinguish the activities of the primary (core) Software Industry and secondary industries such as Mechanical and Electrical Engineering, Motor Industry and Telecommunications. A special focus is put on the question if innovations in Software are sequential, on the role of Open Source Software and the importance of inter- operability.

The globalisation of industry and the strong depend- ence of the German machine manufacturers on export has increased the importance of an up-to-date and user-oriented product documentation not only as a cost factor but as a compe- tition factor of strategic importance as well. Die hier vorgestellte Studie „Analyse und Evaluation der Softwareentwicklung in Deutschland" [2] wurde von der GfK Marktforschung GmbH in Zusammenarbeit mit den Fraunhofer-Instituten für Experimentelles Software Engineering (IESE) und für Systemtechnik und Innovationsforschung (ISI) für das Bundesmini¬sterium für Bildung und Forschung (BMBF) durchgeführt. Ziel der Untersuchung war es, den nationalen Softwaremarkt, der sich immer mehr zu einem der Schlüsselmärkte entwickelt, quantitativ und qualitativ zu charakterisieren sowie in seiner weiteren Entwicklung und seinen Anforderungen zu beschreiben.

Für die Akzeptanz netzbasierter Mediendienste ist die technische Weiterentwicklung der Mensch-Maschine-Schnittstelle von großer Bedeutung. Das Fraunhofer-Institut für Systemtechnik und Innovationsforschung (ISI) in Karlsruhe hat Experten um eine Einschätzung verschiedener Akzeptanzfaktoren, der zukünftigen Entwicklung des Mediennutzungsverhaltens, der Versorgungswege und Endgeräteausstattung sowie der Marktentwicklung gebeten. Im Gegensatz zu weitverbreiteten technophilen Möglichkeitsszenarien werden auf dieser Basis Perspektiven aufgezeigt, die angesichts heutiger Wünsche der Nutzer an die Technikgestaltung und der technischen Möglichkeiten realistisch erscheinen.

Personal Computer sind aus der heutigen Arbeitswelt nicht wegzudenken und haben längst ihren festen Platz als privates Kommunikationsmedium. Die historische Analyse zeigt, dass die Ent-wicklung des interaktiven Computers von 1945 bis 1985 nicht zielgerichtet erfolgte. Der heu- tige Stand der Technik ist vielmehr Schlusspunkt einer eher zufälligen Folge lokaler Gegebenhei- ten und Umstände. Technische Neuerungen, wie der Digitalcomputer und die Mikrochips, aber auch theoretische Konzepte (Kybernetik, Kognitive Psychologie) und Visionen trieben die Ent- wicklung voran. Entscheidend für den Durchbruch war das Zusammentreffen akademischer und anwendungsorientierter Forschung.
