Central to the emergence of new research topics is the creation of a research network. This paper looks at the creation of a network of researchers of social issues in nanotechnology and the role of the Center for Nanotechnology in Society at Arizona State University (CNS-ASU) in the creation of this network. While there has been US investment in societal research on nanotechnology, a debate exists about the extent to which a research community has been created through these investments. Steps Toward A Socio-Technical Categorization Scheme For Communication And Information Standards, Joann Brooks, Anne W. Rawls

Socio-technical systems continue to grow larger and more complex, comprising increasingly significant portions of contemporary society. Yet systematic understanding of interrelationships between social and technological elements remains elusive, even as computers and information systems proliferate. In this paper, we draw on ethnomethodology to distinguish several different kinds of processes through which communication and information are constituted. We discuss the distinctive properties of each in an effort to develop systematic understanding of basic elements of socio-technical systems. In particular, we offer a basic categorization of communication and information standards, noting the constitutive importance of their accompanying social practices. Implications for theory …

This paper examines the difficulties encountered by Biowatch, a South African civil society environmental organization, in its attempts to obtain access to government information in respect of genetically engineered plants. After establishing the context of South Africa's access to information regime, including a brief discussion of several of its weaknesses, the paper engages in an extended account of the Biowatch case as an exemplar of some of the more pronounced challenges to the effective implementation of the country's access to information legislation. Following in the footsteps of a variety of previous research that elaborates on the current state of affairs in academia, this article sets out the argument that neoliberalism and its corresponding iterations of science and technology and research funding policies in this country have implications for the types of knowledge that can be generated within and communicated without contemporary institutions of higher education. This paper suggests that LIS might benefit from critical political economy as a way of theorizing and responding to enclosures of information commons. The autonomist Marxist re-invigoration of ‘primitive accumulation’ offers a register for apprehending contemporary erosions of the commons. Autonomist Marxism also helps conceptualize resistance to enclosures.

This paper examines the privacy of personal medical information in the health research context. Arguing that biomedical research in Canada has been caught up in the government’s broader neo-liberal policy agenda that has positioned biotechnology as a strategic driver of economic growth, the author discusses the tension between informational privacy and the need for medical information for research purposes. Consideration is given to the debate about whether privacy for medical information serves or hinders the ‘public good’ in respect of medical research, and to discussions of informed consent as an element of ‘fair information practices’ designed to safeguard the privacy …

Understanding Virtuality: Contributions From Goffman’S "Frame Analysis", Joann Brooks

Virtual interactions are normally assumed to be separate and distinct from the “real world,” yet they are also situated within material reality. In this paper I propose that a situated approach to understanding virtuality can be developed through drawing from Goffman’s Frame Analysis (1974/1986). I explain how Goffman’s terminology and concepts afford a way of integrating the study of virtual interaction with the study of social interaction more generally. His frame analysis approach offers constructs useful for distinguishing virtual worlds from each other and from real worlds in a way that is consonant with perspectives on human-computer interaction.
