The problem of the user remains central to information systems research and practice, more so given the importance now given to user-led innovation. Telecare is a much-vaunted example of e-enabled health and social care which, over the past decade or more has received considerable policy attention and investment in Europe and beyond. In January 2011, the Tunisian government stepped down after weeks of protests; this was followed by unrest and protests in Egypt against the Egyptian government, leading also to the resignation of its president. Demonstrations in both countries were facilitated in some part by the online social media and related information and communications technologies that impacted the flow of information. The manner in which the information and communication technologies were employed suggests that the uprisings were a form of social information warfare. Participation in the current informational economy is through innovation. Innovation is impacted by institutions, both enabling and constraining productivity. Meta-level institutions are increasing in significance with the inter-linking of national economies through processes of globalisation. Intellectual property (IP) and the digital commons (DC) are two meta-level institutions impacting information and communication technology (ICT) innovation in developing economies through increasing and decreasing innovation process transformation costs. Seen through a case study examination of the Simputer's innovation, IP motivates ICT innovation, by both acting as a normative institution and by offering economic rewards, decreasing transformation costs through increasing access to innovation inputs. …
