The Internet of Things (IoT) is set to occupy a substantial component of future Internet. The IoT connects sensors and devices that record physical observations to applications and services of the Internet. As a successor to technologies such as RFID and Wireless Sensor Networks (WSN), the IoT has stumbled into vertical silos of proprietary systems, providing little or no interoperability with similar systems. Web 2.0 (social media) provides a natural platform for dynamic emergence of citizen (as) sensor communities, where the citizens generate content for sharing information and engaging in discussions. Electronic Health Records (EHRs) contain a wealth of information about an individual patient’s diagnosis, treatment and health outcomes. This information can be leveraged effectively to identify patients who are similar to each for disease diagnosis and prognosis. In recent years, several machine learning methods 1 have been proposed to assessing patient similarity, although the techniques have primarily focused on the use of patient diagnoses data from EHRs for the learning task. We discuss the nature of Big Data and address the role of semantics in analyzing and processing Big Data that arises in the context of Physical-Cyber-Social Systems. To handle Volume, we advocate semantic perception that can convert low-level observational data to higher-level abstractions more suitable for decision- making. Scholars have spent considerable effort determining how the law of war (particularly jus ad bellum and jus in bello) applies to cyber conflicts, epitomized by the Tallinn Manual on the International Law Applicable to Cyber Warfare. Many prominent cyber operations fall outside the law of war, including the surveillance programs that Edward Snowden has alleged were conducted by the National Security Agency, the distributed denial of service attacks launched against Estonia and Georgia in 2007 and 2008, the 2008 Stuxnet virus designed to hinder the Iranian nuclear program, and the unrestricted cyber warfare described in the 1999 book by …
