Many older cities in the United States confront the problem of long-term decline in population and economic activity resulting in blighted conditions that make conventional revitalization initiatives unlikely to succeed. Smart shrinkage, a planning approach that emphasizes alternative land uses while preserving quality of life, offers a way for cities to remain desirable places to live and work. However, there is little research on empirical methods to support planning decisions consistent with smart shrinkage. The foreclosure crisis in the U.S. has resulted in immense economic and social losses for individuals and neighborhoods. Some neighborhoods face long-term declines in population and economic activity that have been compounded by the foreclosure crisis. How can government and non-profit organizations design responses to neighborhood distress that reflect distinctive community characteristics and are consistent with long-term policy and planning goals? In this talk, I discuss alternative decision modeling strategies that support neighborhood health. Where foreclosure responses are likely to ensure that neighborhoods remain vital places for residential housing, productive strategies may include property acquisition and redevelopment. Parcel-Level Redevelopment Strategies For Distressed Neighborhoods, Michael P. Johnson Jr., Justin Hollander

Certain distressed neighborhoods cannot support traditional residential-focused development. For these communities, we develop decision models for acquisition and redevelopment of chronically vacant lands and structures for primarily non-residential and greening uses. We address social benefits and costs of redevelopment strategies, parcel clustering to exploit economies of scale, and conflicting values among stakeholders. We illustrate our models using data from Baltimore, MD.

This report is one of a series on migration to and from the region using the five percent Public Use Microdata Sample (PUMS) of the 2000 Census of Population and Housing and provides a description of foreign migrants moving to the Cleveland-Akron-Lorain (CAL) Consolidated Metropolitan Area (CMSA) from 1995 to 2000.* The report identifies the countries of origin of migrants and compares the demographic, socioeconomic, and housing characteristics of the foreign migrants to the CAL with other groups, including foreign migrants to Ohio and the nation, and, at times, to domestic migrants to and from the CAL.

This report, commissioned by the City of El Paso, recommends that El Paso city government undertake a substantial reform of its economic development effort and that public and private sector stakeholders in the broader El Paso region mobilize to create an organizational vehicle for the kind of public‐private collaboration that is driving innovative economic development in many other major city‐regions in the United States. The analysis also calls for a stronger integration of physical, land use, and economic development planning activities in the city and region, consistent with a trend in international best practice in local and regional economic development.

Research on climate change policy and politics has become increasingly focused on the actions and influence of subnational governments. In North America, this attention has been particularly focused on why subnational governments have taken action in the absence of national leadership, what effect action might have on future national climate policy, and whether the collective action of networks of municipal governments are reshaping and challenging the character of national and global climate governance. This paper intends to begin the discussion of a new territorial development perspective. According to Boisier, the concept of territorial development is understood as one related to the idea of container, rather than content. Therefore, it is understood that, even though every portion of the earth surface is territory, not all territories are important from a developmental perspective.
