The purpose of this study was to understand the evolving visitor experience at Monocacy National Battlefield (MONO) in Fredrick, Maryland and, specifically, the way this National Park Service site serves both its’ tourist and local visitors. MONO has two main demographics who utilize it: individuals seeking to learn about historical importance of the site in the Civil War and local recreational visitors from Frederick and surrounding communities. Managed by the National Park Service, the Trail of Tears National Historic Trail, established in 1987, was developed to preserve physical segments of land and water routes, but also sites of memory such as unmarked graves and internment camps. Because the foundation of the national trail was the result of successful partnership of Cherokee grassroots efforts and multiple trail and federal advocates, the evolution of that collaboration merits consideration after thirty years to evaluate the application of standards for consultation, co-management, and heritage tourism. Interpretation efforts are commonly used in park and protected area management to communicate information about a place to visitors, and in some cases, are also intended to persuade visitors to engage in stewardship behaviors. The National Park Service (NPS) has recognized a need to conduct outreach to people from communities that it recognizes as underserved. This paper offers an examination of outreach programs that were included in a 'best practices' database by the NPS. Primary data for this study came from interviews, recorded and transcribed, with two groups of experts: NPS employees who developed or conducted outreach programs and senior managers in the NPS. For 100 years, the Antiquities Act has been used by nearly every President in the 20th century to set aside and protect lands threatened with privatization and development. The list of lands first protected under the Antiquities Act – and that might never have been protected without it – is truly remarkable. Many of our most treasured national parks including the Grand Canyon, Olympic, Zion, Arches, Glacier Bay, and Acadia, began as national monuments. All told, Presidents have issued 123 proclamations setting aside millions of acres of land under the Antiquities Act.
