For almost ten years, Dr. John Moeser, Senior Fellow of the Bonner Center for Civic Engagement, has been analyzing U.S. Census data to track poverty trends among the localities of metropolitan Richmond. He started this project to inform the public about the growth of impoverishment and its effect on every aspect of urban life. As word began to circulate about the study, Dr. Moeser was invited by public officials, business executives, heads of non-profit organizations, leaders in the faith community, and neighborhood-based associations to speak and lead discussions about poverty including the history associated with the concentration of poverty and …

The One-Strike Rule, contemplated in a model lease provision, has been the primary mechanism employed by Congress to eliminate the “scourge of drugs” in public housing projects. The rule gives public housing authorities (PHA) discretion to evict tenants engaged in drug-related criminal activity and hold the tenant equally liable if a guest or family member engaged in the criminal activity, even if the tenant had no knowledge of the offense. The Supreme Court most notably upheld this policy in 2002 in United States Department of Housing and Urban Development v. Rucker.

The ongoing debate over welfare in the United States is rooted in the long-standing tension between the nation’s commitment to providing for its most vulnerable and a deep-seated belief that such support can corrupt its recipients. Social Security has struck this balance and appeals to the masses with its pay-as-you-go system and universally distributed benefits. Yet, the solvency of Social Security is threatening the program that has attempted to guard against old age and disability for the last eighty years. This paper examines how the perception of poverty in the United States is a hindrance when tackling social welfare policies. …
