Innovations in Managing Western Water: New Approaches for Balancing Environmental, Social and Economic Outcomes (Martz Summer Conference, June 11-12)

Many aspects of western water allocation and management are the product of independent and uncoordinated actions, several occurring a century or more ago. However, in this modern era of water scarcity, it is increasingly acknowledged that more coordinated and deliberate decision-making is necessary for effectively balancing environmental, social, and economic objectives. In recent years, a variety of forums, processes, and tools have emerged to better manage the connections between regions, sectors, and publics linked by shared water systems. In this event, we explore the cutting edge efforts, the latest points of contention, and the opportunities for further progress.

Emerging Leaders Program Team Projects

The 34 fellows in the 2014 Emerging Leaders Program worked with community partners to generate the theme, “Learning from Lived Experience: From fresh insights to effective action." Each year, the projects draw upon a theme or lesson from the prior year. Last year and this year, fellows saw how the lived experiences of both their stakeholders and themselves generated nuanced and appropriate approaches to problem-solving. The fellows worked with six community partners, giving their time and professional skills to understand how to frame complex social challenges, engage new partners and resources, and sharpen strategic plans. The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), along with treaties, instruments, and decisions of international law, recognizes that indigenous peoples have the right to give "free, prior, and informed consent" to legislation and development affecting their lands, natural resources, and other interests, and to receive remedies for losses of property taken without such consent. With approximately 150 nations, including the United States, endorsing the UNDRIP, this requirement gives rise to emerging standards, obligations, and opportunities …

Globalization, privatization, and CHANging ideas about the roles of business and government are transforming the social contract under which business is allowed to operate. Global companies are also policy-makers and public goods providers, governments seek profits through state-owned enterprises and sovereign wealth funds, and everyone is trying to figure out how to partner with everyone else. Community-owned forests may be the answer for some U.S. communities now confronting unanticipated and unwanted large scale land use changes – changes that could irrevocably change their local landscapes and quality of life. Across the country, millions of acres of private forest lands are being put up for sale as the forest products companies who own them find other, cheaper sources of supply. If, as is likely, purchasers divide and convert the forests to residential or other development uses, nearby communities face losing the critical economic, environmental, recreational, social, cultural, and aesthetic values and benefits those forests have traditionally provided. …
