The severity of these adjustments will vary based on the size and relationship of businesses to the defense industry. Ultimately, the military procurement process must be reformed. First, by streamlining the rules. Second, by upgrading the caliber of the people involved in the process. And finally, by changing the incentive structure facing the people who produce the equipment.
