Changes that would be helpful include: 1) require benefit-cost analysis for new regulation; 2) enforce a fixed timetable for agencies to issue permits; 3) emphasize objectives sought rather than precise methods to be used; 4) use risk assessment for achieving environmental, health, and safety protection; and 5) promote regulatory justice.
