Software powers the modern urban planning department. However, the majority of academic attention on software in the planning profession has focused on highly specialized land use models, ignoring the importance of common applications that most planners rely upon throughout their workdays. As described by Grush and Niles in their textbook, The End of Driving: Transportation Systems and Public Policy Planning for Autonomous Vehicles, there are two distinct market states for the future of automobility as vehicles become increasingly automated. The first, Market-1, is comprised of all vehicles that are manufactured and sold to private owners and used as household vehicles. Abandoned items such as household material, dumped garbage or construction debris leave odors and contaminants that can threaten community health, impact the environment, and degrade the city's visual appearance (Dabholkar, Muthiyan, Srinivasan, Ravi, Jeon, & Gao, 2017). The Board of Trustees at the Campbell Union High School District (CUHSD) completed a district wide facility assessment and created updated facilities master plans (CUHSD, 2015). Consultants were contracted to coordinate focus groups consisting of district students and staff to develop a list of facility needs across the district (CUHSD, 2015). The facilities at all five high schools were in need of major capital projects, from replacement of aging mechanical systems to new classroom spaces for student growth (CUHSD, 2015).

On September 27, 2013, California’s governor signed Senate Bill (SB) 743 into law, in part mandating the transition from a level-of-service-based (LOS) measure of transportation environmental impacts to a vehicle-miles-traveled-based (VMT) one in compliance with the California Environmental Quality Act (CEQA). Several California jurisdictions, including San Jose, Pasadena, and San Francisco, have moved quickly to comply with SB 743, so it is no surprise that several of these early-adopter cities have been working hard to develop powerful VMT estimation methods and tools using the most recent research available.

Due to elevated homelessness and growing hate crimes, an LGBTQ-focused shelter was developed and implemented by Office of Supportive Housing (OSH), along with the OLGBTQ (Office of Lesbian, Gay, Bisexual, Transgender, Queer). The following research investigated whether the process to design the LGBTQ-focused shelter program in Santa Clara county took the necessary steps to ensure that the program represents the community it intends to serve.
