The issue of homelessness is one that many cities and states in the United States have to contend with; however, the issue of homelessness on an island can be even more difficult to find viable solutions. The homeless problem on the island of O`ahu is one that affects not only residents but also tourists. The Adult Protective Services Program is tasked with enforcing the standards and policies created at the federal level relating to how provider agencies should respond to elder abuse. What has yet to be explored is whether the Adult Protective Services Program is efficiently responding to the issue of elder abuse through its monitoring and evaluation protocols, which are based on the current policies. Sudden cardiac arrest continues to be a major cause of firefighter deaths during training due to a lack of individual firefighter adherence to National Fire Protection Association (NFPA) standards. These standards identify requirements for fire departments to create and maintain fitness programs. Existing research has not identified any relationships between training fatalities and individual firefighter adherence to NFPA 1583, Standard on Health-Related Fitness Programs for Fire Department Members. Using self-determination theory as the foundation, the purpose of this cross-sectional correlation study was to investigate whether individual firefighter adherence to NFPA 1583 has a measurable effect on training fatalities. I contribute to the literature by providing additional factors that could affect the incremental budgeting theory and punctuated equilibrium theory (PET) within a budgetary context. Because of the fluctuation in the price of natural resources, I argue that dependence on natural resources could lead to less stable budgets than ones not dependent on natural resources. I also argue that democracy is another source that leads to stability in the budget, relative to countries that are not democratic. I theorize that countries with no democracy and heavy dependence on natural resources will have budgets with more volatility than the rest of …
