The purpose of this research project is to provide a comprehensive inventory and analysis of FIPs that currently operate in the SFBA, identify common components, analyze unique features, evaluate program goals, and determine successful practices. The intent of this study is to encourage municipalities, particularly in the SFBA, that do not operate a FIP to consider implementing one by providing a starting point and guidelines for program development. Proposition 47 made drastic changes to California’s criminal justice system. Critics and proponents of the measure have made sweeping claims about its impact on crime trends and the criminal justice system, in general. Thirty five percent of landfill waste in California is made up of organic waste, and 18% of landfill waste is made up of food scraps (City of Santa Clara [CSC], 2019). The buildup and decomposition of food scraps at landfills produce methane (CSC, 2019), a pollutant that heats up the atmosphere thousands of times more than carbon dioxide (California Air Resources Board [CARB], 2018). Despite countless advances in food microbiology and public health regulations, foodborne illness continues to be a major strain on public health outcomes and a costly economic burden. In the United States, many agencies are responsible for ensuring the quality of food, both domestically produced and imported. Police officers respond to a variety of calls for service 24 hours a day, seven days a week, including mental-health related emergencies. With deinstitutionalization of individuals with severe mental illness, officers are often the first to be called to contact these individuals when they are in crisis (DeCuir, Lamb & Weinberger, 2002). Yet, few law enforcement officers have adequate training to manage interactions with people in mental health crisis. This research explores whether career services for the adult and dislocated worker populations of the Workforce Innovation and Opportunity Act (WIOA) can be leveraged to provide career services in a college or university setting to serve students and the public while meeting WIOA’s enrollment goals. For colleges and universities without career centers, leveraging WIOA funding may be a solution to increasing career center resources and expanding existing career services, while augmenting program support through federal funding.

In January 2015, the Power Five Conferences of the National Collegiate Athletic Association (NCAA) passed a new policy to change the procedure by which the amount of athletic financial aid is calculated and provided to student athletes (Sherman, 2015). Policy 15.02.2 of the NCAA Regulation Handbook states that institutions can provide athletic financial aid based on the cost of attendance rather than the cost of living (National Colligate Athletic Association, 2017). There are many non-profit organizations which provide immigration and other legal services to immigrants in Santa Clara County. However, the capacity of legal services providers and their partners still face daunting challenges when trying to meet an overwhelming need that contrasts with limited resources (McAllister, 2015). Under these circumstances, the quality and effectiveness of immigration legal service providers in delivering their services is a subject of concern for immigrant groups. Community-based organizations are best suited to help immigrants with the legalization process (Cordero-Guzman, 2005) and their integration into the economic, political, and social mainstream in the long run.
