On May 6th, 2020, after extensive public comment and review, the Department of Education published the final rule for the new Title IX regulations, which took effect in schools on August 14th. Title IX is the nearly fifty year old piece of the Education Amendments that prohibits sexual discrimination in federally funded schools. Several of these changes, such as the inclusion of live hearings and cross examination of witnesses, have been widely criticized by victims’ rights advocates for potentially retraumatizing victims of sexual assault and discouraging students from pursuing a Title IX claim. This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

Climate change is projected to have a devastating impact on the American coast, yet coastal communities and states have largely failed to prepare for projected impacts. This is in large part due to a lack of resources. This thesis analyzes innovative federal policy mechanisms that will address the current gap between actions and forecasted impacts, and will make U.S. coastal communities more resilient in the face of climate change.

After successfully organizing around preserving Cabrillo Park in Upland and feeling a lack of local political representation, Irmalinda Osuna ran for Upland City Council in the 2018 midterm elections. As one of the many female candidates in the 2018 elections, Irmalinda led a grassroots, community-led political campaign in which she advocated for environmental justice and the preservation of parks, a more inclusive community, increased civic participation, a more efficient use of technology in politics, and support for small businesses.

This thesis draws on the concept of product stewardship and its focus on incorporating all of the actors in a product’s lifecycle into steps to take responsibility for waste management. Extended Producer Responsibility (EPR) recognizes the producer’s distinct potential to consider and drive change in waste management. Producers often serve like mediators between the design and use phases of a product’s lifecycle. Through EPR policies, the producer takes on the costs of ensuring safe end-of-life waste disposal. This paper examines common and past applications of affirmative action, including arguments for and against the application; presents John Rawls’ theory of justice, and proposes a framework using Rawls’ theory for future applications of affirmative action. The proposal relieves heavily on the principle of fair equality of opportunity, both as an indicator for when using affirmative action is appropriate as well as a tool to help identify the people that affirmative action programs should target. Ecological research, both basic and applied, can inform management decisions on public land in a number of ways. Most importantly, it can illuminate any negative effects of a given land use practice as well as the causes behind that effect. This type of information can be important to a management agency, such as the BLM, with a multi-use mission as these studies indicate under what management regimes a land use is in contradiction with other goals, such as conservation or restoration.

This paper seeks to determine under what conditions a U.S. president can implement a grand strategy given the nature of domestic and international opportunities and constraints. It will examine three comparative case studies: Jimmy Carter, George W. Bush, and Barack Obama, with the goal of determining what conditions are necessary at the individual, domestic, and systemic levels of analysis for grand strategy implementation. This thesis analyzes the sociolinguistic situations in postcolonial Latin America and francophone North Africa (the Maghreb) through a comparative lens. Specifically, it examines the ways in which Spain and France’s differing colonial agendas and language ideologies affected the relationships between colonizer and colonized, and, by extension, the role that Spanish and French play(ed) in these regions after decolonization. Finally, it explores how Spain and France’s contemporary discourses frame colonial participation in the two languages’ development, and the psychological effects these ideologies have had on the formerly colonized.

Take Me Out Of The Ball Game: The Efficacy Of Public Subsidies In The Success Of Professional Sports Stadiums, Jonah Chodosh

This paper weights the relative advantages of multiple factors that lead to the success of professional sports stadiums in major markets, though a discussion of the arguments for and against public subsidies towards these projects. Using a logit statistical model, the paper determines that the two factors determining the highest likelihood of venue success include multiple tenants and access to mass transit. The analysis demonstrates that public subsidies towards stadiums don’t generate sufficient economic returns, and that successful stadiums can be created without using taxpayer funds.
