Use Of Force Under Scrutiny: Impacts Of Body-Worn Cameras On Types Of Force Used By Police, Michaela Elizabeth Goldsmith

While several studies have examined the impact of body-worn cameras (BWCs) on the frequency of use of force incidents with mixed results, research evaluating the impact of BWCs on types of force is scant. Utilizing 86-months of use of force report data from a medium-sized mid-Atlantic police department (36 months pre, and 50 months post-BWC implementation), the current study addresses limitations in prior BWC research and explores the potential relationship between BWCs and the level/types of force used through the use of Vector Autoregression Analysis.

Passed as part of the Violent Crime Control and Law Enforcement Act of 1994, the Law Enforcement Misconduct Statute 42 U.S.C. 14141 (§ 14141) authorizes the Department of Justice (DOJ) to investigate, and enter into a court-enforceable structural reform agreement with a law enforcement agency engaged in patterns or practices of systemic misconduct, violations of federal law, and unconstitutional policing.

Under § 14141 authority, 33 investigations of municipal police have been conducted since 1994 where the DOJ determined that a police agency was engaged in, or at unreasonable risk of engaging in, a pattern or practice of unconstitutional policing. Publicizing …

This qualitative client applied study explained and explored a two-fold approach that could be used to implement policy changes that will aid small Ohio police departments in commissioning intellectually developed and psychologically suited individuals for employment in law enforcement. Several issues needed to be addressed in order to accomplish these policy changes. Criminological theories were correlated to deviant behaviors of criminally charged Ohio police officers. Past legislated police reform acts were addressed. Past studies of police officer higher education were analyzed. In the wake of protests against law enforcement for an array of reasons, law enforcement officers and agencies have a responsibility to recognize and utilize the available mediums of communication with which they may best develop a connection to the communities they serve.
