Kenya’s economy remains the regional leader within the East African Community (EAC) and among East African countries at large. However, political instability such as the 2007 post-election violence and the region’s social and political instability trickling into Kenya, have negatively affected the country’s economic growth. To bridge the economic gap, Kenyan women are seeking employment in the domestic service sector in the Gulf Countries, with Saudi Arabia being the most popular destination. The provision of cultural orientation is one of many services required by the contract between resettlement agencies and the federal agencies overseeing refugee resettlement, the Cooperative Agreement. This paper explores World Relief in Moline, Illinois as a case study for how small resettlement agencies can provide meaningful and memorable cultural orientations. In order to accomplish this goal, this research utilizes the Empowerment Theory to explore how recently resettled refugees’ perceptions can be taken into consideration as orientation materials are examined. This study uses a structural functional perspective in examining the form and function of questions in a presidential disaster press conference on May 27, 2010 about the Deepwater BP Oil Spill. Clayman and Heritage (2002) proposed a framework to examine the questions and responses in a press conference while Fisher (1991) offered a method to study media function. These were both applied to the disaster press conference. Findings were used to develop recommendations for public officials and PIOs in working with the media. The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. This paper seeks to determine under what conditions a U.S. president can implement a grand strategy given the nature of domestic and international opportunities and constraints. It will examine three comparative case studies: Jimmy Carter, George W. Bush, and Barack Obama, with the goal of determining what conditions are necessary at the individual, domestic, and systemic levels of analysis for grand strategy implementation. With over two million inmates, the United States’ prison population is the largest in the world. Nearly one in one hundred Americans are behind bars, either in prisons or pre-trial detention facilities. The rapid growth in incarceration is well-documented. However, social science explanations often stop at the prison gates, with little work on treatment inside prisons. This black box approach ignores important bureaucratic decisions, including the provision of rehabilitative services and the application of punishment.

This dissertation offers a systematic analysis of treatment decisions inside the American prisons. I use a mixed methods approach, combining multiple quantitative datasets with environmental …
