Artificial intelligence is affecting many areas of our lives and governmental policy. National security is one arena in which artificial intelligence is playing an increasingly important and controversial role. U.S. Government and military agencies are producing a steadily expanding corpus of publicly available literature on this topic. This literature documents how these agencies have this topic's national security implications historically and currently while also addressing potentially emerging national security issues where artificial intelligence will intersect with national security. OBJECTIVES: The aim of this paper is to analyse Baltic security developments from U.S. government and military resources, scholarly journal articles, and multinational public policy research institute assessments. METHODS: The aim is to analyse the content and rhetoric within these resources to learn how those producing these materials view Baltic security developments and their viewpoints on how the U.S. and its allies should respond to these developments focusing on increasing Russian regional assertiveness. RESULTS: The author provides interpretations of Baltic security developments, Russian Baltic policy, and U.S. and NATO responses to these developments in materials produced by U.S. civilian and …

Current Trends In Small Unmanned Aircraft Systems: Implications For U.S. Special Operations Forces, J. Philip Craiger, Diane Maye Zorri

This paper assesses current trends in small unmanned aircraft systems (sUAS) technology and its applications to the Special Operations Forces (SOF) community. Of critical concern to SOF is that commercial-off-the-shelf (COTS) sUAS technologies are relatively inexpensive, improving at a dramatic rate, and widely available throughout the world. Insurgents, terrorists, violent extremist organizations (VEOs) and other nefarious actors have used COTS sUAS to conduct offensive attacks as well as to develop battlefield situation awareness; these technological improvements combined with their widespread availability will require enhanced and rapidly adaptive counter-sUAS measures in the future. The gap in the area of advanced manufacturing skilled workforce and the efforts in guiding veterans towards STEM careers are merged in the NSF funded project presented in this paper. While most of the products and STEM educational programs focused on a maker concept that are currently available are specifically designed for young population, at various K-12 grade levels, to increase their interest in STEM and engineering careers in particular, there is a limited availability of such programs to address adult population. The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. The Institute for Veterans and Military Families (IVMF) conducted an evaluation to assess the effectiveness of Travis Manion Foundation (TMF) initiatives on improving the level of thriving and well-being among participating veterans, families of the fallen, and civilian members. For this study, the evaluation team used the Brief Inventory of Thriving (BIT) scale to determine the effect that program participation may have on individual thriving and well-being, in addition to supplementary questions about health, leadership, and community engagement. These measures were deployed as part of TMF’s first Annual Survey. Across 5 TMF programs, the IVMF evaluation found that participating in …

The Impact Of Tmf Initiatives On Thriving And Well-Being -- Travis Manion Foundation Character & Leadership Course Pilot Evaluation Report, Keoki Spaulding, Bonnie Chapman Beers

The Institute for Veteran and Military Families (IVMF) conducted a pilot evaluation of Travis Manion Foundation’s Character Does Matter (CDM) program. The evaluation measured the impact of character and leadership education for youth—aged 12-18-- and identified key factors in a student’s success. Additionally, this evaluation identified areas to improve to maximize the impact for youth. Pilot survey data suggests the program has a positive effect on young adults’ attitudes toward both positive and negative behaviors. We found that that school aged young adults who participated in a CDM program had significant increases in caring, educational expectations, and prosocial attitudes. In …

This thesis project researched homelessness among male veterans in Wake County, North Carolina to determine if they experienced a combat event that caused spiritual injury caused by moral injury and shame, which contributed to their homelessness. Joshua’s Conquest, the spiritual formation treatment program is used to treat the spiritual injury. The need for this program is explicated, along with the development of Joshua’s Conquest, and how it will treat this odious event, so the homeless male veteran will be able to obtain housing normalcy. Personally, this thesis project was fueled by experiences with homelessness and limited service in the military. …
