This article considers whether Clausewitz’s account of the nature of war is universal to all wars, in order then to assess how far his concept of victory is universal. While aspects of Clausewitz’s concept of war are still universal, others are not. Accordingly, his theory of victory is not universal to all wars, and especially not to wars fought against transnational terrorist networks.

Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Losing access to these resources would have significant adverse economic, …

Withdrawal is a groundbreaking reassessment that tells a far different story of the Vietnam War. Daddis convincingly argues that the entire US effort in South Vietnam was incapable of reversing the downward trends of a complicated Vietnamese conflict that by 1968 had turned into a political-military stalemate. Despite a new articulation of strategy, Abrams's approach could not materially alter a war no longer vital to US national security or global dominance. The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. This work explains the importance of these and other DOD reports for those studying ECS developments, examines how DOD has documented Beijing’s military activities within these publicly accessible reports, and describes how members of Congress have reacted to ECS developments during the Obama …

Those studying and analyzing Western Pacific strategic trends and develop- ments have access to multiple unclassified analyses of security trends in this region covering these waters and adjacent countries. These information resources are produced by military and government agencies from multiple countries, multinational public policy research institutions, popular and scholarly journals, and Internet resources featuring text, data, webcasts, and imagery. Carl von Clausewitz’s On War has been heralded as one of the most influential theories of war. It has influenced statesmen as diverse as Dwight Eisenhower, Vladimir Lenin, and Adolf Hitler. After having been incorporated into various schools of thought, taught to soldiers and studied extensively, it begs the question: what explains the continuous relevance of Clausewitz’s theory, despite changing contexts and technology? This paper posits that Clausewitz presented war as an extension of politics composed of a trinity of forces, used methodology that would transcend eras, and wrote about war’s very nature.
