Cairing4carlisle: A Community Health Needs Assessment, Caitlin Coyle

Caring4Carlisle (C4C) is a community initiative aimed at addressing the social, emotional, spiritual and physical health of Carlisle residents. Community Health Network Areas (CHNAs) were created by the Massachusetts Department of Public Health in 1992. There are 27 CHNAs in the Commonwealth, and Carlisle belongs to CHNA 15. In July of 2016, Carlisle was awarded a planning grant ($20,000) from CHNA 15 to engage in a community needs assessment process with the intention of identifying priority community health needs to be addressed in Carlisle.

This report describes collaborative efforts undertaken by the Friends of the Marion Council on Aging (FMCOA) and the Center for Social and Demographic Research on Aging, within the McCormack Graduate School at the University of Massachusetts Boston (UMass Boston). Beginning in Fall 2014, these organizations partnered to conduct a study to investigate the needs, interests, preferences, and opinions of the Town’s older resident population, and the priorities of other stakeholders in the Town, with respect to living and aging in Marion.

This report describes collaborative efforts undertaken by the Towns of Ashfield, Buckland, and Shelburne Consortium of Councils on Aging (hereafter, The Consortium) and the Center for Social and Demographic Research on Aging, within the McCormack Graduate School at the University of Massachusetts Boston (hereafter, UMass Boston). Beginning in Fall 2014, these organizations partnered to conduct a study to investigate the needs, interests, preferences, and opinions of older residents in communities in West Franklin County (hereafter, West County), and priorities of stakeholders who interact with older adults in various capacities.

This report is an evaluation of an innovative community-based intervention – the Food Dollars Program. Funded by the AARP Foundation, this program was designed and delivered by Action for Boston Community Development (ABCD) and their Elder Services staff in order to promote healthy eating and reduce food and economic insecurity among low-income elders in Boston. The impetus for creating this program arose from the challenges many low-income individuals face in purchasing and consuming healthy foods from the five food groups as recommended by the US Department of Agriculture (USDA) in their ChooseMyPlate model of healthy eating. CMS contracted with RTI International to monitor the implementation of all State demonstrations under the Financial Alignment Initiative, and to evaluate their impact on beneficiary experience, quality, utilization, and cost. The evaluation includes an aggregate evaluation and State-specific evaluations. This report describes the State-specific Evaluation Plan for the Massachusetts demonstration as of December 16, 2013. The evaluation activities may be revised if modifications are made to either the Massachusetts demonstration or to the activities described in the Aggregate Evaluation Plan (Walsh et al., 2013). Collins, Jr. Center for Public Management at the University of Massachusetts Boston was hired by the Town of Carver to perform an independent assessment of the Buildings Study Committee’s proposals for the construction/renovation of three new public facilities including a fire station, police station, and elementary school. Specifically, the team from the Center was asked to review: 1) the selected and considered sites for the facilities; and, 2) the funding plan recommended by the Buildings Study Committee.

With momentum toward national health reform, there is wide support for legislation to include an individual mandate that would require all Americans to carry health insurance. Discussion of the individual mandate has relied largely on whether the mandate will generate universal coverage as a gauge for success. This article challenges the notion that an individual mandate is successful if it leads to universal coverage, revealing a critical problem the individual mandate will face even if all Americans were to have health insurance. Despite the progress made by the Commonwealth in the area of elder services, a significant portion of this population continues to live in dire need. It is important that State Legislators, State Administrators, policymakers and community leaders understand the needs of this population and work to increase the financial resources and enhance the dignity of older women in the Commonwealth.
