In 2009, the Patient Protection and Affordable Care Act became law. This was possible because the Democratic Party had a majority in both branches of Congress and control in the executive branch. In 2017, the American Health Care Act failed to become law, despite the fact that the Republicans controlled Congress and the presidency. What factors explain the different outcomes? Why was one able to pass, but not the other? This study presents a framework for explaining these different outcomes by exploring the impact of the legislative process, the role of public opinion, and the impact of polarization as factors …

West Virginia is one of the poorest states in the nation, and West Virginians face some of the highest rates of illness and disability. One of the few bright spots for the health of West Virginians have been government-funded programs like Medicaid and the Children’s Health Insurance Program (CHIP). The Affordable Care Act (ACA), including the expansion of Medicaid under Governor Tomblin in 2014, has brought health coverage and access to care to hundreds of thousands of West Virginians. Access Or Exclusion? An Analysis Of State Reproductive Rights And Comprehensive Sex Education, Sam Gilbert

In 2009, Colorado successfully decreased their abortion rate among minors and at-risk teenagers through a privately-funded trial. This outcome was realized by offering affordable, accessible, and comprehensive reproductive healthcare options, specifically long-acting reversible contraception, to young women. Reproductive rights is an issue at the forefront of political discussion, often a determining factor for party identification. The controversy of reproductive rights--in particular, abortion--leads to a higher reliance on hear-say, instead of peer-reviewed literature, statistics, and legislation. In order to gain a well-balanced understanding of abortion politics, I compare three Midwestern states--Illinois, Indiana, and Minnesota--to determine their respective policy successes and shortcomings. …
