Addressing The Role Of Climate Change In Agriculture And Mexico-Us Immigration, Xiaoxin Liang

Among the greatest threats of climate change is the significant impact on mass displacement, particularly as it relates to Mexico-US immigration. Low crop yields from worsening climate conditions have been linked to increased migration of Mexican farmers. With a projected 4.2 million additional migrants in the foreseeable future, it poses a contemporary environmental, social, and political dilemma. This policy brief analyzes several provision proposals to be adopted into the United States-Mexico-Canada Agreement (USMCA), as evaluated under economic cost, equity, environmental impact, and feasibility criteria. Climate change is increasingly recognized as a threat to global peace and security. This paper intends to provide a better understanding of the nature of interactions between climate change and events that undermine peace through a systematic review of recent literature. This paper presents a sustainable adaptive capacity framework for water management for municipalities, named Sustainable MAC-Water framework, after assessing the strengths and weaknesses of adaptive capacity in Mexico and its municipalities. It provides municipalities with an instrument to help them create sustainable adaptive capacity plans (Sustainable MAC plans) to prevent adverse impacts on water resources and related sectors. It is based on a study of policy instruments crafted by the Intergovernmental Panel on Climate Change (IPCC) and the Government of Mexico, and literature on adaptive capacity, assessment, and planning. Climate change is one of the defining challenges of the present era, bringing new risks and exacerbating existing vulnerabilities across the world. While there is a broad recognition that solutions around climate change will require coordination and support across borders and governments, a large body of scholarship has focused on the local-level realities of climate change and the disproportionate impacts on the most vulnerable populations. Climate change is borderless, and its impacts are not shared equally by all communities. It causes an imbalance between people by creating a more desirable living environment for some societies while erasing settlements and shelters of some others. Due to floods, sea level rise, destructive storms, drought, and slow-onset factors such as salinization of water and soil, people lose their lands, homes, and natural resources. This paper examines the effectiveness of contractual, facilitative, and hybrid legal models in international climate agreements from the U.N. Framework Convention on Climate Change (1992) to the Paris Climate Agreement (2015). It begins with a review of the balance between hard and soft treaty law in international environmental treaties prior to the Paris Climate Agreement with an eye for how this translated into effectiveness in terms of compelling states to lower greenhouse gas emissions.
