On the 26th of December, 2004, a tsunami impacted the countries surrounding the Indian Ocean, immediately killing over two hundred and eighty thousand people, displacing another million people, and initially causing at least US$10 billion in damage. The response by the international community was swift and massive. Disaster decision-makers who led their organization's responses to the tsunami used geospatial information to support their decision-making efforts with mixed success. When describing their use of geospatial technologies during the response, a select set of disaster decision-makers provided information about how they used geospatial information, they described what worked and what did not …

In response to the well publicized crisis situations that have occurred in the nation's schools, the development and implementation of school safety plans has become a priority of states and school districts across America. One element of these policies is the school lockdown procedure designed for securing a school building. The State of Michigan currently requires that all schools perform a minimum of two lockdown drills each school year.

Hurricane evacuation is one of the major steps in diminishing the devastating effects of hurricanes on lives and properties. The challenge in evacuating a large number of people in a short time is the severe congestion faced in the transportation network, leading to long delays and shortages. Standard hurricane evacuation plans focus on how to best utilize the main arteries. The research challenge is to not overload the fastest routes and to utilize all the routes efficiently. The majority of local governments lack sufficient resources to respond effectively in an independent manner to a disaster or large-scale emergency. To achieve success, they must work closely with other organizations. The research problem is that regional emergency response relationships are not well understood, which could lead to ineffective or inefficient practices. Today the potential exists for a terrorist organization to use a Radiological Dispersion Device or a dirty bomb within the United States. The results of such an attack could be catastrophic to the affected population. The response by law enforcement must be calculated and planned.
To properly analyze the law enforcement's role in a radioactive incident a qualitative approach was taken.
