This project seeks to address gaps in emergency preparedness education related to tornado response. Through an examination of current research about best practices for tornado emergency management response and an examination of the needs of FEMA Regions 7 and 8, the author has identified key strategies and stakeholders to increase positive outcome through building community engagement and resiliency. Three presentations were created for delivery to key community stakeholders—local government officials; non-governmental organizations, social networks, and associations; and individual private citizens. Emergency department (ED) and emergency medical services (EMS) volumes decreased during the COVID-19 pandemic, but the amount attributable to voluntary refusal vs effects of the pandemic and public health restrictions is unknown.

Objective
To examine the factors associated with EMS refusal in relation to COVID-19 cases, public health interventions, EMS responses, and prehospital deaths.

Design, Setting, and Participants

To address regional flooding in the United States, federal and state agencies are adopting strict drainage policies in any large-scale commercial development within the watershed boundary. The conventional approach of implementing a wet detention pond (WP) reduces the land cover and causes operation and maintenance challenges eventually. The present study developed a decision-support system (DSS) in the Lower Rio Grande Valley region of South Texas for optimal selection of Best Management Practices (BMPs) by substituting a portion of the WP footprint with three regionally promising low-impact development practices, namely, porous concrete pavement (PCP), bioretention (BR), and bioswale (BS). Abstract: Recent extreme weather events in California—wildfires, drought, and flooding—make abundantly clear the need to plan effective responses to both the causes and the consequences of climate change. A central challenge for climate planning efforts has been identifying transportation and land-use (TLU) strategies that simultaneously reduce greenhouse gas emissions (“mitigation”) and adapt communities so that they will be less affected by the adverse impacts of climate change (“adaptation”). The beautiful port city of Valparaíso, Chile is home to 42 colorful hills that overlook the Pacific Ocean. This unique city, however, is also home to multiple disasters, including urban and forest fires, tsunamis, landslides and earthquakes. This descriptive study explores the case of the 2014 “mega-fire” that destroyed 3,000 homes and affected the lives of 11,000 residents. Through five semi-structured interviews and the review of several academic and official documents, the present study analyzes the process of post-disaster reconstruction, seeking to understand the habitability and the resiliency of the reconstructed houses and neighborhoods. Flooding has become the new normal in Ho Chi Minh City (HCMC). During the rainy season, many areas of the city experience severe inundation that seriously impacts infrastructure, traffic, and economic transactions. As the effects of climate change unpredictably and rapidly manifest in Southern Vietnam, the frequency and impact of urban floods are projected to increase. Their pressure on FEMA led to the establishment of legal and planning precedents to include the needs of the whole community in emergency management.(4) There is now a national, legal requirement to plan for people with disabilities and access and functional needs. In 2017, 1.3 million fires in the U.S. caused 3,400 deaths, 14,600 injuries, and $23 billion in loss. Vulnerable populations are less resilient due to their lack of adequate access to financial, medical, and community resources as well as their propensity to reside in substandard housing. This plan studies the impacts of Richmond’s residential fires (2015-2017) on vulnerable communities within the city. Its purpose is to provide an understanding of where fires occurred in vulnerable communities and to recommend actions for prevention education.

This paper describes a decision model for managing the movement of building occupants during fire emergencies. Currently available guidance from standard practice, egress modeling, codes and the re-search literature, is too general to provide much help to persons charged with the responsibility of where groups of occupants should be located given a fire scenario. The occupant movement decision model described in the paper uses three basic yes–no questions to divide building occupants into groups during a fire emergency. Superstorm Sandy, the 2008 Iowa floods, and Hurricanes Katrina and Rita all supply recent reminders that U.S. cities can no longer adopt an ad hoc approach to threats presented by climate change and natural hazards. The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates. It shows the limits to public housing revitalization as an urban recovery strategy when hostile government leadership characterizes a region, and the state is recast as an adversary rather than revitalization partner. Small businesses in Lower Manhattan after September 11, 2001, paint a telling portrait of vulnerability after disasters. This qualitative analysis of recovery for small retail and service firms with 50 or fewer employees is based on ethnographic fieldwork, interviews, and documentary research from September 2001 through 2005. A postdisaster emphasis on place-based assistance to firms conflicted with macro-level redevelopment plans for Lower Manhattan. Small business recovery was impeded as aid programs responded to a new sense of urgency, attachment to place, and prestorm conceptions of the neighborhood at the expense of addressing community-wide economic changes accelerated by the disaster. With fast population growth and economic development in the US-Mexico Borderland, water diversion and usages has reduced the flow substantially in the Low Rio Grande River (LRGR). Tidal portion of the LRGR has posed an environmental drought issue since 1993 and the channel clogged with the invasion of non-native plants also causes environmental problems. As a result of the intensity of these natural and manmade factors, the Rio Grande stopped flowing to the sea in February 2001. The purpose of this paper is to explore the transition from the 9-1-1 single number emergency service request system to an enhanced single number system. An enhanced system is one that displays the address of the telephone which is being used to report an emergency and uses that address to identify the correct unit for dispatch. Though the technology has been available for some time now, surprisingly few enhanced systems have been fully installed. Telephone company franchise and jurisdictional boundaries rarely coincide, making it difficult to achieve cooperation in bringing together governments and competitive telephone companies. It has long been realized that tributary urban development and channel improvement greatly affect the flow regime in a given watershed. A previous study used the Stanford Watershed Model to derive relationships expressing how the flood peaks in Sacramento, California, might be expected to vary with changing conditions of urbanization, channelization, and tributary drainage area. In order to observe the effects of climatic setting and geographical location on these relationships, the same type of analysis was applied to a drainage area near Louisville, Kentucky.
