The purpose of this study was to inventory various environmental and economic criteria for the region. In the second phase the data was analyzed for implications for development potential. In phase three the Net Available Land Analysis methodology will be allied on the town level to two towns that meet one or more of the three Economic Development Administration criteria. The region chosen was Enfield, Connecticut and Holyoke, Massachusetts.

In April of 1998 a Master Plan Committee was established to start work toward the first Master Plan for Deerfield, Massachusetts. A major catalyst for this decision was chronic septic failure throughout much of Deerfield. This failure raised the question of whether or not Deerfield should expand its public sewer. Expanding the system would solve the immediate problem of septic failure, but could potentially encourage unwanted development and create a new cycle of problems.

The Masons are an international philanthropic fraternal organization which has over 31 lodges or groups which meet at 24 sites in our study area. In an ongoing effort to evaluate the effectiveness of its operations, the Town of Pelham engaged the services of the Center for Economic Development (CED) at the University of Massachusetts to examine the Highway (DPW), Police and Fire departments.

To that end, CED produced a detailed matrix comparing Pelham's three departments with those of three other communities; contacted professional and government organizations for potentially useful trends and researched additional information requested by the town.
