This dissertation contains three original essays in the economic theory of environmental regulation. The main motivations for this work are two problems: the design of greenhouse gas (GHG) policies when emissions of these gases interact with so-called co-pollutants and the design of hybrid price and quantity policies to deal with the uncertainty in the benefits and costs of controlling GHG emissions. Abstract Concerns about how best to control GHGs have generated intense interest in the co-benefits and adverse side-effects of climate policies. The purpose of this work is to identify both the obstacles and successful strategies of mill redevelopment in rural Massachusetts. While redevelopment has occurred in the historic industrial corridors of the Blackstone and Merrimac rivers, it has been largely absent in rural areas of Massachusetts. Therefore, the goal of this paper is to explain the forces that have acted as a catalyst for mill redevelopment in these areas, and examine why that has not occurred in rural New England. At the beginning of this semester, Regional Planning Studio 1 was given the task of researching and identifying the three to five municipalities in the state that exhibit the most exemplary planning practices.

The Usher Plant is located on Arch Street off of Route 2 in Erving, Massachusetts in the center village of the town. The plant is a rich part of the social, economic, and cultural identity of the town and its residents. The Erving Paper Company occupied this plant from 1964 to approximately 1990, when the company consolidated and moved its operations leaving over one-hundred workers either displaced or unemployed and the Usher Plant vacant.

The purpose of this study was to determine the reuse potential of the 1. 7 million square foot Draper Mill in Hopedale, Massachusetts. The study was undertaken at the request of the Hopedale Industrial Development Committee. Their goal was to develop a means of diversifying the community's tax base. When the Draper Mill was in full operation approximately sixty percent (60%) of the Town's taxes were paid by the Mill.
