In this year’s edition of To Walk the Earth in Safety, we highlight the many ways that U.S. conventional weapons destruction assistance promotes post-conflict recovery. For example, our humanitarian demining funding enhances food security by helping to revitalize agricultural fields in countries like Sri Lanka and Vietnam. This funding is especially critical in Sri Lanka where more than 6 million people—nearly 30 percent of the population—are currently food-insecure. In Vietnam, our commitment to promoting agricultural security is a key component to successful post-conflict recovery, even decades after war ended.

The Rebel Crusher is a commercial mobile soil sifter and rock crushing plant modified for demining operations. It is designed to operate in areas where a significant fraction of the soil is composed of mine-sized objects (rocks) which make sifting difficult, or where dense metallic clutter makes mines undetectable. Modifications to the system include hardening the crushing chamber to withstand anti-personnel mine blasts, and increasing the capacity of the sifting mechanism. The light/sandy soil sifting project is evaluating the feasibility and operational suitability of using commercial beach-cleaning technologies to remove mines and clutter from sandy and mechanically prepared soils. Demining applications envisioned for these systems are removal of mines from sandy and other light soils, raking surface soil to collect clutter, and assisting with inspection and quality assurance behind mechanical clearance equipment. Traxx is an extremely compact, remote controlled vehicle capable of working in and around slopes of up to 60 degrees. It is equipped with a variety of commercial vegetation cutting implements and custom designed mine clearing tools. At less than 1.3 tons Traxx is easily transported to remote sites and capable of climbing and working on the most challenging hillsides. The Target Reacquisition Positioning System (TRPS) is a dual-purpose, target reacquisition and survey tool. TRPS is a lightweight, low-cost and highly accurate system that simplifies the use of Differential Global Positioning System (DGPS) for reacquiring ground target positions previously identified UXO detection systems. TRPS is also a surveying tool that provides the ability to quickly survey boundaries, locations of items found, or mark other points of interest with centimeter level accuracy. Twenty years ago I started work on a doctorate thesis asking the question: “Why has research into new technologies for mine action had so little success?” My research discovered that about one billion dollars had been spent by the year 2000 on fundamental and applied research to produce new technologies to solve the mine problem. The resulting benefit for humanitarian mine action was indeed very small. Since then, large-scale spending has continued with limited success. At the request of the Demining Center of Ecuador, the U.S. Humanitarian Demining Research and Development Program at Ft. Belvoir, VA., undertook a performance evaluation of the Orbit Screen Model 68A and the Model 48-25 Rock Crusher, two pieces of equipment that could be used to remove antipersonnel land mines from riverbank minefields along the border of Ecuador and Peru. The purpose of the operational evaluation test was to assess the ability of the mine clearing rake (MCR) to enhance the effectiveness of a humanitarian demining mission. To this end, the HD PM purchased an MCR and initiated the testing process.

Operational Demining Tasks Considered for the MCR: Based on the claims made regarding the MCR's performance, three distinct HD phases were considered for assessing the MCR's capabilities. Rats To The Rescue: Results Of The First Tests On A Real Minefield, Ron Verhagen, Frank Weetjens, Christophe Cox, Bart Weetjens, Mic Billet

The study in this article showed that using rats to evaluate mine risk is a very promising mine-detection method. When three rats were used to evaluate a contaminated area, the success rate was 95 percent, showing that rats can be a speedy and cost-effective means of mine detection.
