How did France’s refusal to take part in the war on Iraq in 2003 has created the conditions that legitimizes its future military interventions abroad? In this paper, a discourse analysis of the official French Foreign Policy Discourse is done to show why saying no to war in 2003 paradoxically allows France to carry out military interventions in 2015. This paper argues that France, while perpetrating an existing discourse of democracy opposing the civilized against the uncivilized that legitimates Foreign policy as a security tool, by its refusal, transformed military intervention a latent policy andlegitimized the French Self as …

In the face of evolving security needs, diversity is critical in nonproliferation, nuclear security, and other related fields. Despite multiple studies highlighting the need for gender balance and diversity in the nuclear nonproliferation and security space and targeted recruitment and capacity-building efforts by the International Atomic Energy Agency and states, gains in the representation of women (as well as historically underrepresented groups) have been set back by the gendered effects of the COVID-19 pandemic and slow cultural change at nuclear facilities and organizations. This paper examines the effects of the War Powers Act of 1973’s Authorisation for Use of Military Force (AUMF) system on the conduct of war, especially regarding the ongoing War on Terror. The War on Terror, began in the aftermath of the September 11, 2001, attacks when President Bush invaded Afghanistan. Under Xi Jinping, China has expanded its aid allocation worldwide and has introduced global infrastructure projects to connect itself to countries everywhere. With such ambitious aid allocation, China has been the recipient of both admiration and scorn on the international stage. This paper assesses these concerns using data from 2000 to 2017 to determine how Chinese aid affects recipient states’ economic and political institutions. Specifically, this research looked to ascertain if there is a measurable Xi Effect in recipient states. This paper argues that UNSCR 1325 on Women, Peace, and Security exemplifies how the international security system is constructed in a way that not only preserves militarism and hegemonic masculinity, but further perpetuates gendered power disparities and exacerbates human insecurity.
