American economic statecraft as a tool to manage competition with China’s Space Program is likely to remain contentious as it amplifies enduring debates in U.S. foreign policy: i) the tension between international realism and American liberalism; ii) the questionable benefit of government involvement in picking winners and losers from the private sector; and iii) the difficulty of defining long-term success in foreign policy outcomes.

Hollywood has painted a picture of the criminal woman as a sexy, sneaky, and often psychotic female fatale. This is because men run Hollywood. Much like movies, research on why women offend had historically focused on men as their stellar. However, towards the turn of the century and with the disproportionate rise in female incarceration, literature caught up to the fact that women and men do not experience the same socialization, standards, or reality and, therefore, have different reasons for and ways of offending. Defense organization in the Middle East North Africa (MENA) region has been historically fraught with instability and conflict, rooted in tensions ranging from centuries-old religious disputes to modern geopolitical power struggles. However, two years ago deep-seated status quos in the area were challenged and successfully overcome through the drafting and signage of agreements in which Arab nations normalized ties with the nation of Israel, popularly known as the Abraham Accords. This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

In the years following the terrorist attacks on September 11, 2001, the United States ramped up its usage of drones and drone strikes around the world. Spanning three United States’ presidents, drone strikes became a regular feature in the US military arsenal. While American newspaper media and citizens have been very pro-drone, global citizens view drones in a far more negative light. This study examines US military drone strikes and English-speaking allied newspapers in Australia, Canada, New Zealand, and the United Kingdom and evaluates if coverage remains positive or negative depending on the newspaper’s conservative or liberal leanings from 2008–2019. …

Rudyard Kipling once described and wrote about the Great Game as a way to outline 19th century great power politics in the struggle for empire in Central Asia. While Kipling’s tale of spy-craft and espionage is fiction, the political philosophy behind the story has never lost relevance. The struggle for political dominance in Central Asia continued through the twentieth century in the Cold War as well as into twenty-first century after the terrorist attacks on September 11, 2001. This monograph explores the emerging challenge of nonstate actors’ anti-access and area denial (A2/AD) strategies and their implications for the United States and its allies by looking at two regions, the Middle East and Eastern Europe, with case studies such as Hezbollah in Lebanon, Hamas in the Gaza Strip, the Houthis in Yemen, and separatist groups in Ukraine. The historical monopoly of states over precision-guided munitions has eroded, and this evolution eventually challenges the ability of the most advanced militaries to operate in specific environments. This monograph analyzes the current political tensions between the United States and Turkey and suggests ways to manage them. The two countries have been strategic allies since at least the end of World War II—Turkey became a North Atlantic Treaty Organization member and participated with its military forces in the Korea War, and during the Cold War protected NATO’s southern flank against Soviet communism, and Turkey’s military and intelligence services maintained close relationships with their Western and Israeli counterparts. Provides detailed historical overview and contemporary analysis on why the Baltics and Ukraine are historical and remain contemporary geopolitical hotspots. Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. Places emphasis on how Russian behavior and policies influence this contentiousness. Concludes by noting that differences between the U.S. and its allies and conflicts within the U.S. Government may limit the ability of the U.S. to effectively respond to events in these disputed regions.

The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. This dissertation research uses the theoretical lens of Human Security as a unique approach in that it is people-centered, focusing on the individual, rather than the more traditional theories in international relations that emphasize the state as the central actor. At the time that this thesis is printed, we are reminded of the tumultuous relationship between North Korea and the United States every day. If we follow the mainstream news regularly, it seems like we are on a steady path to war. Ultimately, this paper is centered around the question: what is the best foreign policy strategy for both countries to achieve respective goals, without descending into armed conflict? Our foreign policy agenda in the Middle East is attributed to the decisions of the CIA's Director's of Intelligence (DCI) and the President's they served. The history of Saudi-Iranian relations has been fraught. This relationship has impacted the United States’ role in the Persian Gulf. Prior to the formation of the Islamic Republic of Iran in 1979, bilateral relations between Saudi Arabia and Iran could be characterized in terms of mutual understanding which allowed them to become integral parts of the American foreign policy in the1970s. This policy was intended to safeguard Western interests in the Persian Gulf after the British left. This thesis examines the legal work required to establish a sufficient lawfare defense by focusing on the Department of Defense Judge Advocate Generals’ Corps (JAG Corps). The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. How may the stature and security of the United States, so passionately a concern for many and so profoundly important to the character and direction of our emerging global society, be pursued responsibly? This question is the burden of this article, in which the author examines and rejects a number of policy options to the challenges he sees Washington now facing. He rejects these policy options because he finds them miscast, incomplete, counterproductive, or representative of symptoms rather than causes. During the second term of the Obama Administration, the United States and the European Union negotiated a deal with the Islamic Republic of Iran regarding their nuclear program. These negotiations encompassed the relaxing of sanctions on the Iranian economy in exchange for concessions on the part of their nuclear program. This thesis investigates how the deal will affect the economy of Iran and the international oil market, two entities which are deeply intertwined. This thesis explores what effect Saudi and American policy differences towards Iran have had on their bilateral relations. It is based on the recent thaw in Iran-U.S. relations, and the critical reaction of the Saudi government towards this policy. The question has two components – first, how severe the current Saudi-American rift is, and second, to what extent it can be traced to their differences over Iran. The topic will be addressed through process-tracing methods.

The recent expansion of the Egyptian military's role in civil politics has led to uncertainty regarding the relationship between U.S. military aid and democratization. However, studies focusing on the link between foreign aid and democratization often exclude military aid from their analyses. This omission is particularly problematic given that civilian control over the military is a vital precondition for democratic consolidation, and a high percentage of U.S. military aid recipients are not yet consolidated democracies. U.S. nuclear arms control policy must address numerous factors, including our strategic relationships with Russia and China, the potential for future nuclear weapons reductions--including non-strategic nuclear weapons, and the offense-defense relationship, given concerns that missile defense developments could in the future affect the nuclear balance.
