This study aims to analyze the effect of political competition on health budgets in Indonesia. The analysis was conducted using a fixed-effects panel data regression approach for Indonesia’s regencies and municipalities between 2009 and 2019. To obtain robust results, this study uses three different measures of political competition, namely the Multiparty Margin Index, the Herfindahl-Hirschman Index (HHI), and the Effective Number of Parties (ENP) Index. The estimation results show that only legislative political competition has a significant and consistent negative effect on the health budget, it is similar to the Leviathan Model theory.

A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.

Neighborhood governance systems have been developed as a way to enhance citizen engagement in local government, particularly in major cities. Scholarly research on these systems is quite limited, and most articles focus on neighborhood councils in Los Angeles, California. Our study extends this research to another system in a different city – specifically, community councils in Cincinnati, Ohio. Between July 10th-11th 2023 Vermont experienced catastrophic flooding after receiving prolonged heavy rainfall of up to 9” over 48 hrs. Damage from the 2023 event rivals the historic destruction of Hurricane Irene in 2011 and is exceeded only by the Great Vermont Flood of 1927, an event predating modern flood controls. We collected oral histories from Vermonters to better understand their lived experience of the flood and its impacts, and identifed common themes related to community and individual resilience.

The COVID-19 pandemic created an unprecedented need for governance by a multiplicity of authorities. The nature of the pandemic—globally communicable, uncontrolled, and initially mysterious—required a coordinated response to a common problem. But the pandemic was superimposed atop our decentralized domestic and international governance structures, and the result was devastating: the United States has a death rate that is eighteenth highest in the world, and the pandemic has had dramatically unequal impacts across the country. COVID-19’s effects have been particularly destructive for communities of color, women, and intersectional populations.

This fact sheet details how city and county governments within the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah allocated funds from the State and Local Fiscal Recovery Fund (SLFRF) portion of the American Rescue Plan Act (ARPA). Brookings Metro in partnership with the National League of Cities and the National Association of Counties created the “Local Government ARPA Investment Tracker” to display how communities across the country allocate this financial resource. This interactive site allows budget information from cities and counties to be added as such decisions are made.

This research study presents a new model of immigration federalism which integrates existing theories into a framework that emphasizes agency at the local level. Unlike dominant models of federalism that observe the cascading effect of higher-level policy on lower levels of government, this research focuses on empirical evidence at the local level to understand its relation to policy at higher levels. Immigration federalism is receiving substantial interest in scholarly work and in practice, but it lacks a cohesive and comprehensive theory explaining variation at the community level. The Money and Local Democracy Project explores the effects of campaign finance rules on municipal election campaigns and election outcomes in Canada. Governments around the world regulate election campaign financing to ensure that elections are fair and competitive, although they do so in different ways. Funded by a Western University Undergraduate Student Research Internship (UWO) grant, research assistant Brittany Bouteiller was tasked with conducting preliminary research on 65 municipalities across Canada to determine the availability of campaign finance data from local and provincial governments and to identify clusters or trends. Most research examining factors associated with local government adoption of sustainability practices focuses on the impact of community characteristics. Little is known about whether adoption is also related to the characteristics of the leaders in these jurisdictions. To address this gap in the literature, this exploratory study uses data from a national survey of U.S. local governments (n = 1,672) to examine the potential correlation between adoption of certain sustainability practices and the gender of a jurisdiction’s highest elected official. This study explores how local return provisions of local option sales taxes (LOSTs) for transportation are allocated and spent to meet local and regional transportation needs. Local return refers to the component of county LOST measures that provides funding directly to municipalities in the county to be used to meet local needs. Local return has become a fixture in LOSTs; 58 LOST measures placed on the ballot in California (as of 2019) that have included local return in their expenditure plan have an average of 35% of revenues dedicated to local return.
