This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

The household contract responsibility system which was the land reform policy from 1978 to 2008 in China revealed shortcomings in terms of its goals. This system veers away from the commune system (1958 -1978) and endows land use and management responsibility to households. Coal-fired power plays a critical role in China's compliance with the Paris Agreement. This research quantifies China's stranded coal assets under different coal capacity expansion scenarios with an integrated approach and high-precision coal-fired power database. From a top-down perspective, firstly, the pathway of China's coal-fired power capacity consistent with the global 2 degrees C scenario is outlined and then those stranded coal-fired power plants are identified with a bottom-up perspective. Stranded value is estimated based upon a cash flow algorithm. Results show that if coal capacity stabilizes during 2020-2030, China will only incur a sizeable yet manageable stranded asset loss …

After China devalued the renminbi against the US dollar in August 2015, Chinese equity markets experienced a significant drop that spilled into international markets. The People’s Bank of China (PBOC) adjusted the reserve requirement ratio (RRR) five times between February 2015 and October 2015: three times before the market turmoil, to allocate credit to preferred sectors, and twice in response to the crisis to release liquidity into the financial system. Throughout this cycle, the central bank applied lower RRRs to rural credit institutions, agricultural lenders, leasing and financing companies, and other sectors in which government policy promoted lending. In 2008, China experienced several natural disasters that slowed economic growth, and fearing contagion from the Global Financial Crisis (GFC), the central bank cut the reserve requirement ratio (RRR) three times for large financial institutions, to 15.5%, and four times for small and medium-size financial institutions, to 13.5%. This monetary easing, combined with a USD 586 billion fiscal stimulus package, caused explosive credit growth in China. One year after these RRR cuts, the central bank hiked the ratio 12 times, to a historically high 21.5% for large banks in June 2011; however, it maintained a different ratio for rural credit …

From the perspective of patent industry innovation chain, this paper analyzed the regional differences of the patent technology innovation efficiency and industrial technology innovation efficiency in Beijing-Tianjin-Hebei, the Yangtze River Delta and the Pearl River Delta, as well as the spatial patterns and industrial characteristics of cities with various types of technological innovation efficiency. It is found that there are significant differences in patent and industrial technology innovation efficiency among the three urban agglomerations. To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors. Claims that China has taken “Russia’s side” in the Ukrainian War oversimplify Sino-Russian relations. We contend Sino-Russian relations are a narrow partnership centered on accelerating the emergence of a multipolar order to reduce American hegemony and illustrate this point by tracing the discursive and empirical foundations of the relationship using primary and secondary materials. Furthermore, we highlight how the war has created challenges and opportunities for China’s other strategic interests, some at the expense of the United States or Russia.

With the periodic goals of reaching carbon emission peak before 2030 and achieving carbon neutrality before 2060 (“dual carbon” goals), China shows its unprecedented determination to coal power phaseout. This research takes Jilin Province to showcase possible pathways of coal power units’ phaseout on provincial level. We set up four different coal power phaseout scenarios, under which their transition cost and effectiveness would be calculated, respectively. In terms of natural resource endowment and electricity demand, Jilin Province would achieve a complete coal power phaseout by 2045 or even by 2040.
