The recent attack upon Affirmative Action in the workplace demands that merit be the sole criterion of employment. Policies designed to eliminate discriminatory practices are in themselves discriminatory and suggest minorities are inferior. Such suggestions are archaic and simplistic. Each assumes that the workplace operates in a social vacuum when in fact a complex system of cultural norms precedes the influence of merit. For African-Americans color is a predcedent of merit. Services Provided By A Homeless Intervention: Policy And Planning Implications, Carol T. Mowbray, Deborah Bybee

Despite the acknowledged need for effective programs to serve persons who are homeless and mentally ill, few evaluations of these programs provide quantitative details on service provision. Such information can be useful to planners for replication and also for public policy concerning the need to mandate services most in demand. This report on a successful outreach intervention reports information on service amounts, duration, and types, as well as identifying predictors of service use. The overall amount of service provided to eligible participants varied substantially. While the median duration was only three months, repeat service episodes were common. For most clients, …

The Clean Water Act: Financing Combined Sewer Overflow Projects, Clyde W. Barrow, William Hogan

In 1987 Congress expanded the scope of the Clean Water Act to include combined sewer overflows (CSOs) despite continuing to reduce federal assistance for water-pollution abatement and despite the fact that CSO abatement is far more costly than previous water-quality mandates. As a result, many low-income deindustrializing cities are now subject to an additional federal mandate that many of them cannot afford without extensive federal or state assistance. The authors conclude that, in lieu of increased federal funding for CSO abatement, U.S. Environmental Protection Agency regulatory guidelines and the Clean Water Act be amended to include an assessment of the …

Horace Mann, the father of American public education, had served as president of the Massachusetts Senate prior to becoming the state's first secretary of education. Since then, as reformers succeeded in removing politics from the sacred groves of academe, appointing a politician to head the state's educational system fell into disfavor. Relatively recently, however, there have been two abortive attempts by politicians to reach the executive pinnacle of public higher education. For the past three decades the topic of the proper role of state mental hospitals has been vigorously debated as a major public policy issue in Massachusetts. The state has had two runs at hospital closings: the first between 1973 and 1981, when the deinstitutionalization policy flourished, the second between 1991 and 1993, when the privatization policy was developed. In making the case for this seismic shift, a governor's special commission concluded that the state had too many hospitals for too few patients at too high a cost. The problems of Connecticut, this author believes, parallel those of Nigeria, which are described by Chinua Achebe in The Trouble with Nigeria. Both places may be considered dirty, callous, ostentatious, and dishonest. The causes of these and other defects are also similar: unusually large disparities in living standards, high cost of living, localism, and lack of leadership. In Connecticut, gross inequities in taxation seem to intermingle with and reinforce all these roots of unpleasantness.

In the November 8, 1994, state election, Massachusetts voters approved a question placed on the ballot by initiative petition passing a law that effectively outlawed rent control throughout the commonwealth. This law had its most dramatic effect in Cambridge, where a stringent rent control system had been in effect since 1970. The success of the petition was realized primarily through the grassroots efforts of a coalition of small-property owners in Cambridge who felt aggrieved by the city's rent control system. Reconceptualizing Women's Work: A Focus On The Domestic And Eligibility Work Of Women On Welfare, Alice Abel Kemp, Pam Jenkins, Molly Biehl

The Journal of Sociology & Social Welfare

The types of work performed by women receiving public assistance are examined. Research on women's work often neglects the labor of poor women, reinforcing the view that women receiving welfare do not work. This perspective is challenged with focus group and interview data from welfare recipients in New Orleans, Louisiana. We conclude that within the restrictions of public assistance, poor women are engaging in three types of work: domestic work for their families, economic work for cash-both legal and illegal work, and eligibility work. Eligibility work is defined as the labor necessary to obtain and maintain public assistance.

The objective of this study is to examine factors influencing delivery lead time in a manufacturing environment. It presents the results of a survey of the electronic and other electrical equipment and components industry' in California to illustrate the relative importance of these factors in delivery time reduction. The degree of importance of each factor is then compared with the extent of emphasis the survey participants actually placed on the factor in attempting to reduce delivery lead time.

Over the last two decades, the growing interdependence of the world economy and the subsequent increase in foreign trade volume have contributed to the considerable expansion of global logistics activities. As global logistics operations became almost a daily routine for many logistics professionals, they have begun to search for adaptive logistics strategies to improve global competitiveness. To assist U.S. logistics professionals in fostering such strategies, this study empirically examines how the globalization of business has influenced the way U.S. logistics professionals adapt themselves to a dynamic international environment fraught with countless risks and complexities.

This study presents a macro-sociological analysis of welfare state development, particularly focusing on the timing of adoption of social legislation, by examining the dynamic relations between the historical constellation of social and political forces and the rationalities of three key social actors in the development of social policy. We discuss the institutional and bureaucratic limits of what such agencies can accomplish and that there has been some room for innovation for agencies that are so inclined. U.S. welfare reform initiatives are based on the assumption that the primary barriers to economic independence are individual deficits. However, the policy does not adequately account for situational and personal factors necessary for a successful transition from welfare to work.
