Nuclear Pariahs And Regimes In The New World Disorder, Wayne F. Lesperance Jr.

This thesis discusses the role of pariah states vis-a-vis the nonproliferation regime. Specifically, the foreign policy of the Islamic Republic of Iran (IRI) is analyzed to determine, first, whether Iran is a pariah, second, the potential threat the IRI poses to the Persian Gulf region and third, the possible international responses that may be undertaken to address Iranian pariahtude in the nuclear field. Through the course of this thesis regimes are defined as a set of implicit and explicit rules, principles, norms, and decision-making procedures around which actor's expectations converge and which govern relations among states. Influence Of Social Context On Evaluation Of Municipal Service Delivery, Anahid Petrosian

This study examines the influence of social context on the evaluation of municipal service delivery. It hypothesizes that those individuals who are more satisfied with their immediate surroundings also are more satisfied with the municipal services they receive. A stratified sample of 1.027 household telephone numbers in McAllen, Texas, was selected for this study. The telephone survey resulted in 542 successful interviews, representing a 52.4% response rate. The study's conclusions suggest that first, satisfaction with the neighborhood appears to affect the general level of satisfaction with public services. Second, there was no significant difference in services satisfaction level based on …

The Trouble With Connecticut, Kenneth J. Long

The problems of Connecticut, this author believes, parallel those of Nigeria, which are described by Chinua Achebe in The Trouble with Nigeria. Both places may be considered dirty, callous, ostentatious, and dishonest. The causes of these and other defects are also similar: unusually large disparities in living standards, high cost of living, localism, and lack of leadership. In Connecticut, gross inequities in taxation seem to intermingle with and reinforce all these roots of unpleasantness.

Implementation Of Early Voting, Lillard E. Richardson Jr., Grant W. Neeley

We examine the early voting process in Tennessee during the election of 1994. By conducting a mail survey of all 95 county registrars, we ascertained the methods and costs of early voting implementation. Generally, the survey reveals a strong belief that early voting encourages greater participation by voters, with turnout data supporting this belief. We find that the ballot type and location of early voting sites play an important role in determining both the costs of early voting and the rate of voter participation.

This thesis analyzes information warfare--that emerging form of warfare that attempts to destroy, degrade and exploit the information systems of another, while protecting one's own--in the context of the technology of warfare. Just as one might peel an onion, the analysis proceeds from a general analysis of technology in warfare to the more specific analysis of information warfare as it is currently defined. Information technology is an enabling factor in the emergence of information warfare as a new warfare area. Application of public administration theory to defense policy and procruemt. Students of public administration, regulatory processes, public bureaucracy, and policy studies rarely focus on defense as their substantive area. leaving the field to those trained in defense studies and international relations. THe result is negligible attention to the domestic political aspects of defense policy and minimal understanding of the administrative aspects of defense policy. We argue that a realistic examination of procurement in a political context of multiple and competing principals illustrates the difficulty of demanding accountability when goals are diverse and heavily debated, measured with difficulty, and where outcomes …

Francis Lieber On The Sources Of Civil Liberty, Steven Alan Samson
Faculty Publications and Presentations
Francis Lieber (1798-1872), one of the first university-trained German scholars to migrate to America, served as a bridge between the intellectual and political cultures of Germany, England, and America. While cultivating an astonishing range of activities and interests, Lieber helped lay the foundation of academic political science in America and promoted its practical application to public affairs. His theory of institutional liberty, which attributes the rise of civil liberty to the development of an increasingly integrated complex of self-governing institutions, may be his most original contribution to the political science literature.
