The primarily bipolar world that helped to characterize the decades long Cold War has begun to realign itself. The information revolution, increasing globalizations, the ongoing expansion of transnational terrorist and insurgent networks, and many other elements of this systemic level change have continued to take place into the early twenty-first century. Within the context of this large-scale shift in human and state relations, one question that has often been asked by analysis is whether changing forms of insurgency are taking place. This chapter will provide an overview of adversary weaponry that will be utilized by criminals and opposing forces (OPFORs) which U.S. law enforcement personnel may encounter domestically. The projected time frame will cover the futures period from 2009 through 2025. Criminal weaponry use will be analyzed using a criminal threat continuum that starts with minimal threats and increases in severity. OPFOR weaponry use will be analyzed using a similar continuum. It should be noted that OPFOR threats, like criminal threats, are illicit in nature and derived from individuals and groups that can be designated as engaging in criminal behavior or …

Force Protection And Suicide Bombers: The Necessity For Two Types Of Canadian Military Red Teams, Robert J. Bunker

This article will discuss why the use of two types of red teams - analytical and physical - to identify and then simulate ‘suicide bomber threat scenarios’ is necessary for the force protection training of deploying Canadian military units. Red teaming as a discipline can be divided into two basic forms: (1) analytical red teaming, which is diegetic in nature; that is, based upon descriptive products and decision support functions and (2) physical red teaming, which is mimetic in nature; that is, derived from live-action and role playing-based training with an opposing force (OPFOR) deployed against a friendly military unit. …

While it may be true that many Afghani people yearn for our freedoms and system of governance, such nation building cannot be done without radically reengineering Afghani tribal society. Incising only the offending portions of Afghani culture, as the sergeant suggests, will not work. Do we eliminate blood feuds but not child brides and the honor killings of soiled daughters? Do we stop the execution of Muslim converts to Christianity?

We need this basic premise to be clear—that Mexico is facing something way beyond an organized crime threat. With this as the premise from which it starts, this congressional testimony will posit that the Mérida Initiative as it stands is too myopic in nature given the on-the-ground realities currently present in Mexico. These two contentions will herein be discussed in more detail and their merits supported by evidence from my own work and that of other area and subject specialists. This short essay blends traditional Mexican cartel analysis indicative of earlier Small Wars Journal writings by this author with advanced (5th dimensional) warfighting concepts. These concepts have utility for engagement with non-state (new warmaking) entities. They are being increasingly discussed now that cyberspace and ‘dual dimensional’ operations are more frequently breaking out in the Mexican conflict.

This short essay is about impression—gut feelings combined with a certain amount of analytical skill—about recent trends taking place in Mexico concerning the ongoing criminal insurgencies being waged by the various warring cartels, gangs, and mercenary organizations that have metastasized though out that nation (and in many other regions as well). The Mexican cartel debate is becoming increasingly more important to U.S. national security, however, it is also becoming ever more confused, heated, and at times downright nasty, with little agreement about what is taking place in Mexico or in other regions of the Americas, such as Guatemala, Honduras, and even this side of the U.S. border. Enough comment and critical debate has been generated by the essay Why We Should Support Democratic Revolution in the Islamic World to warrant further elaboration on the themes it contains and why support of the despotic status quo in the Islamic World is not only morally unacceptable but, more importantly for many of the Small Wars Journal readership, no longer rational from the perspective of realpolitik and purely selfish U.S. interests at home and abroad. Why We Should Support Democratic Revolution In The Islamic World, Robert J. Bunker

Recent events in Tunisia, Egypt, and Yemen have caught senior U.S. policymakers off guard like a herd of deer frozen in the headlights of a big rig barreling down the highway. The State Department contingency plan now appears to be to pretend to play the middle in the media—between the democratic yearnings of the mob and the longing looks of friendly despots— while privately clinging to principals of realpolitik. Calls for democratic freedoms and reforms to be implemented in Egypt, the true center of gravity for the Arab region, are being made but they are no more than hallow exaltations.
