Let Them Eat Lunch: The Impact Of Universal Free Meals On Student Performance, Amy Ellen Schwartz, Michah W. Rothbart

This paper investigates the impact of extending free school lunch to all students, regardless of income, on academic performance in New York City middle schools. Using a difference-in-difference design and unique longitudinal, student level data, we derive credibly causal estimates of the impacts of “Universal Free Meals” (UFM) on test scores in English Language Arts (ELA) and mathematics, and participation in school lunch. We find UFM increases academic performance by as much as 0.059 standard deviations in math and 0.083 in ELA for non-poor students, with smaller, statistically significant effects of 0.032 and 0.027 standard deviations in math and ELA …

Research Brief: "Va Disability Compensation And Money Spent On Substance Use Among Homeless Veterans: A Controversial Association", Institute For Veterans And Military Families At Syracuse University

This research examines the amount of money homeless veterans spend on alcohol and drugs, as well as the association between public support income, i.e. VA disability compensation, and expenditures on alcohol and drugs. Though no association was found between VA disability compensation and substance use, this study does underscore the importance of policy establishing substance abuse treatment for homeless veterans. Future studies on this topic should include more female veterans.

This study describes the service delivery challenges and intervention needs of military families that include children with autism spectrum disorder (ASD) who have relocated. In practice and policy, military families with children with ASD living on a military base should consider serving as a mentor to new families on the base to offer information on schools and community resources, and would also benefit from the increased accessibility of resources by the Department of Defense (DoD). This brief is about the effect of physical activity on level of suicidal risk and ideation in veterans. In policy and practice, veterans should continue to exercise, either individually or in groups, and physicians should assist veterans with disabilities in finding adaptive exercises and sports; the DoD and VA should create health transition plans to help service members transition back into civilian life. Suggestions for future research include collecting data through interviews and including more veterans with disabilities in the study.

Robust Linear Static Panel Data Models Using Ε-Contamination, Badi H. Baltagi, Georges Bresson, Anoop Chaturvedi, Guy Lacroix

The paper develops a general Bayesian framework for robust linear static panel data models using ε-contamination. A two-step approach is employed to derive the conditional type-II maximum likelihood (ML-II) posterior distribution of the coefficients and individual effects. The ML-II posterior means are weighted averages of the Bayes estimator under a base prior and the data-dependent empirical Bayes estimator. Two-stage and three stage hierarchy estimators are developed and their finite sample performance is investigated through a series of Monte Carlo experiments. These include standard random effects as well as Mundlak-type, Chamberlain-type and Hausman-Taylor-type models. The simulation results underscore the relatively good …

Pregnancy Medicaid Expansions And Fertility: Differentiating Between The Intensive And Extensive Margins, Lincoln H. Groves, Sarah Hamersma, Leonard M. Lopoo

The theoretical and empirical links between public health insurance access and fertility in the United States remain unclear. Utilizing a demographic cell-based estimation approach with panel data (1987-1997), we revisit the large-scale Medicaid expansions to pregnant women during the 1980s to estimate the heterogeneous impacts of public health insurance access on childbirth. While the decision to become a parent (i.e., the extensive margin) appears to be unaffected by increased access to Medicaid, we find that increased access to public health insurance positively influenced the number of high parity births (i.e., the intensive margin) for select groups of women. Labor Unions And Occupational Safety: Event-Study Analysis Using Union Elections, Ling Li, Shawn Rohlin, Perry Singleton

This study examines the dynamic relationship between union elections and occupational safety among manufacturing establishments. Data on union elections come from the National Labor Relations Board, and data on workplace inspections and accident case rates come from the Occupational Safety and Health Administration. The results indicate that union elections improved occupational safety. First, workplace inspections trended upwards before the election, then decreased immediately after the election, due almost entirely to employee complaints. Second, accident case rates were relatively stable before the election, then trended downwards after the election, due to accidents involving days away from work, job restrictions, and job …

In policy and practice, transgender veterans who have experienced military sexual trauma should discuss the trauma history with a mental health provider, and health care providers should work with transgender veterans to connect them with proper counseling services.
