This study proposes a systematical approach to evaluate the operational capability of container terminals and discusses the effect of resource usages on operational performances. Two inter-dependent processes (i.e. the loading-discharging (L&D) and the delivery-receiving (D&R) operational processes) with shared/non-shared resources and common/separate productions are examined and characterized as a two-stage parallel network. An evaluation model is developed upon the principles of data envelopment analysis (DEA) to assess the operational capability of the terminals. Using the real-world dataset of 9 container terminals at Port of Busan, comparative performance results are obtained for 5 years spanning across 2014–2018. The proposed model demonstrates …

Public administration scholarship reflects a multidisciplinary field in which many theoretical perspectives coexist. However, one of the dark sides of such theoretical pluralism is methodological fragmentation. It may be hard to assess the research quality and to engage with the findings from studies employing different methodologies, thus limiting meaningful conversations. Moreover, the constant race across social sciences to make methodologies more sophisticated may exacerbate the separation between academic and practitioner audiences. Vehicular social networks (VSNs) have emerged as the promising paradigm of vehicular networks that can improve traffic safety, relieve traffic congestion and even provide comprehensive social services by sharing vehicular sensory data. To selectively share the sensory data with other vehicles in the vicinity and reduce the local storage burden of vehicles, the vehicular sensory data are usually outsourced to vehicle cloud server for sharing and searching. Increasingly, technology-enabled strategies of eldercare are being developed and deployed to minimize the socio-economic costs of ageing. As part of this shift, home-based ‘smart’ technologies have been embraced as a way of enabling ageing-in-place. Smart technologies flatten space and time, and can increase the reach of caregivers. In this sense, they foreground the emergence of new cultures of care. Behavioural Insights Teams (BITs) have gained prominence in government as policy advisors and are increasingly linked to the way policy instruments are designed. Despite the rise of BITs as unique knowledge brokers mediating the use of behavioral insights for policymaking, they remain underexplored in the growing literature on policy advice and advisory systems. The article emphasizes that the visible impact that BITs have on the content of policy instruments, the level of political support they garner and their structural diversity in different political departments, all set them apart from typical policy brokers in policy advisory systems connecting the science-policy divide.

Traffic congestion reduces productivity of individuals by increasing time spent in traffic and also increases pollution. To reduce traffic congestion by better handling dynamic traffic patterns, recent work has focused on online traffic signal control. Typically, the objective in traffic signal control is to minimize expected delay over all vehicles given the uncertainty associated with the vehicle turn movements at intersections. As it has been written, the history of humanitarian intervention is all too Whiggish and all too white. By conceptualising humanitarian intervention in the way that they do, orthodox histories should be seen as entangled in debates about the origins of human rights but also, perhaps more crucially, debates about the various formations and reinventions of human rights. In real-world urban logistics operations, changes to the routes and tasks occur in response to dynamic events. To ensure customers’ demands are met, planners need to make these changes quickly (sometimes instantaneously). This paper proposes the formulation of a dynamic vehicle routing problem with time windows and both known and stochastic customers as a route-based Markov Decision Process. We propose a solution approach that combines Deep Reinforcement Learning (specifically neural networks-based TemporalDifference learning with experience replay) to approximate the value function and a routing heuristic based on Simulated Annealing, called DRLSA. In this article, we survey a growing body of literature within geography and other intersecting fields that trains attention on what inclusive smart cities are, or what they could be. In doing so, we build on debates around smart citizens, smart public participation, and grassroots and bottom-up smart cities that are concerned with making smart cities more inclusive. The growing critical scholarship on such dis- courses, however, alerts us to the knowledge politics that are involved in, and the urban inequalities that are deeply rooted within, the urban. Real-time ridesharing systems such as UberPool, Lyft Line, GrabShare have become hugely popular as they reduce the costs for customers, improve per trip revenue for drivers and reduce traffic on the roads by grouping customers with similar itineraries. With the recent rapid growth of technology-enabled mobility services, ride-sourcing platforms, such as Uber and DiDi, have launched commercial on-demand ride-pooling programs that allow drivers to serve more than one passenger request in each ride. Without requiring the prearrangement of trip schedules, these programs match on-demand passenger requests with vehicles that have vacant seats. The arts and artists need space to thrive. However, as much of the land in Singapore is state-owned, the finiteness of space – literally and figuratively – remains a key challenge. Yet there is a rich variety of arts infrastructure in Singapore today, from exhibition spaces to performing arts venues and state-subsidised artist studios. Governments have developed different approaches to tackle the complex and intractable challenge, showing variations in their effectiveness and results. This study explores the processes of intercrisis and intracrisis learning and the link between them, drawing on South Korea’s responses to the COVID-19 pandemic as an example. The crisis management literature suggests that intracrisis learning is less likely to occur than intercrisis learning due to inherent barriers that hinder learning and adaptation in the heat of crisis. Based on the conceptual framework of problem-oriented governance and crisis learning, we unpack how prominent outcomes of intercrisis learning facilitate intracrisis learning during the acute phase of an emerging crisis. Purpose: The overnight introduction of tens of thousands of dockless bike-share bicycles in Singapore with its indiscriminate parking drew the attention of the media, which generated extensive news reports on the activities carried out by bike-sharing operators. In this paper we build a search model with asymmetric information regarding houses' energy efficiency. The objective is to shed light on the house owners' incentives to disclose energy certificates (ECs) in the rental market. Such incentives depend not only on the rent premium for more efficient houses - as previously documented - but also on the implicit rent penalty for unlabeled houses. Interestingly, we show that such a penalty is higher the greater the disclosure rate of ECs in the local market. Intelligent Intersections (roundabout and crossroads) management is considered as one of the challenges to significantly improve urban traffic efficiency. Recent researches in artificial intelligence suggest that autonomous vehicles have the possibility of forming intelligent intersection management, and likely to occupy the leading role in future urban traffic. If route planning method can be used for route decision of autonomous vehicle, the urban traffic efficiency can be further improved. In this paper, we propose an Intelligent Intersection Control Protocol (IICP) for controlling autonomous vehicles cross intersection, and recommend route for autonomous vehicles to reduce travel time and improve urban traffic efficiency. …

In light of the Covid-19 pandemic, the Federal Open Market Committee (FOMC), while taking more aggressive actions, seems to have stuck more or less to the standard playbook of responding to “unusual and exigent circumstances”. This essentially calls for slashing conventional policy rates to their effective lower bound, accompanied by forward guidance, embarking on asset purchases, rolling out emergency liquidity facilities and experimenting with lending programmes. But policymakers, with the required US Treasury backstop, have also introduced more creative programmes to encourage credit extension and reached into different market segments.

This article presents the modeling and solution of an extended type of split delivery vehicle routing problem (SDVRP). In SDVRP, the demands of customers need to be met by efficiently routing a given number of capacitated vehicles, wherein each customer may be served multiple times by more than one vehicle. Furthermore, in many real-world scenarios, consumption of vehicles en route is the same as the goods being delivered to customers, such as food, water and fuel in rescue or replenishment missions in harsh environments. Moreover, the consumption may also be in virtual forms, such as time spent in constrained tasks. …
