The purpose of this study is to investigate the use of policy analysis by planning and development departments throughout the Southern Nevada region. The data for this study was collected from interviewing eight planning and development department heads within various jurisdictions. The interviews consisted of twelve questions that were designed to explore the roles of department heads with respect to the policymaking process as well as whom is conducting policy analysis to assist in Decision-making. The main research question this study attempts to answer is, do Southern Nevada planning and development agencies conduct and use policy analysis?

While the current economic climate is challenging, it provides an opportunity to assess critical workforce and talent issues facing the manufacturing community. In March 2009, Dr. Joel Elvery of Cleveland State University’s Maxine Goodman Levin College of Urban Affairs released the Employment and Wage Trends of Manufacturing Occupations in the Cleveland-Elyria PMSA analysis. The analysis identified occupations that appear to be “pain-points” for employers - or open positions that are hard to fill and thus, in high demand.

The objective of this study is to continue monitoring the economic performance of Northeast Ohio’s (NEO) metropolitan areas over time and in comparison to other metropolitan areas across the United States, particularly leading metropolitan areas and other large metro areas located in the Midwest. The study monitors economic conditions prior to the current recession. This fourth study of dashboard indicators describes the findings using the framework that was developed in previous studies. It uses the same four measures of economic growth and nine dashboard indicators and their underlying variables for 136 metropolitan areas with population between 300,000 and 3.5 million. …

What are the democratic implications of the increasing professionalization of direct democracy?

The dissertation takes a critical approach to the "initiative-industrial complex" and offers a counter-thesis to prevailing scholarly research on the substantial growth in the use of political consultants in initiative campaigns. The political economic analysis approaches direct legislation campaigns and elections as constituent parts of a system of legitimation for the existing set of social relations.

An historical analysis reveals that the contemporary era of initiative activity rivals that of its frequent use during the populist and progressive eras; and that in the early 21st century direct legislation …

The proposed redevelopment of an underutilized property along major travel routes in South Burlington presents possibilities for infill development. The City of South Burlington, the developer, neighbors, and a variety of public and nonprofit financial partners work together to create a mixed-use residential/commercial development to meet a variety of housing and community needs. The case study describes the obstacles overcome to make redevelopment possible through zoning and regulatory changes, negotiation with local residents over traffic and other concerns, support from state and local housing advocates, and political leadership; as well as the development’s application of smart growth principles.

I focus this inquiry on the impact that gentrification has had on black business and entrepreneurship in the Albina District of Portland, Oregon. The Albina district of provides a unique opportunity to measure the effects of gentrification on black business and business development because the area has historically been a residentially segregated black community and has seen dramatic changes due to gentrification in the past decade, including an influx of middle class, white residents. This report explores public opinion on a new and promising concept—green transportation taxes and fees. These are taxes and fees set at variable rates, with higher rates for more polluting vehicles and lower rates for those that pollute less. This approach to transportation taxes and fees adapts the traditional transportation finance system to achieve two critical public benefits at once: encouraging drivers to choose more environmentally-friendly transportation options and raising revenue for needed transportation programs. To test public support for green transportation taxes and fees, the authors conducted a random telephone survey of 1,500 Californians that asked respondents their views …

This report presents the results of a study conducted by the Population Research Center (PRC) to address the long-range planning needs of Lane County and produce population forecasts at the county and sub-county level. This report considers recent and historical demographic changes experienced within the County and provides forecasts from 2008 to 2035 in 5-year intervals. Expected future populations that result from the most-likely demographic trends throughout Lane County are presented in this report.

Potential impacts of climate change on the water resources of the Pacific Northwest of the United States include earlier peak runoff, reduced summer flows, and increased winter flooding. An increase in impervious surfaces, accompanied by urban development, is known to decrease infiltration and increase surface runoff. Alterations of flow amount and pathways can alter water quality through dilution or flushing effects. I used the United States Environmental Protection Agency's Better Assessment Science Integrating Point and Nonpoint Sources (BASINS) modeling system to investigate the relative importance of future climate change and land use change in determining the quantity and quality of …

Poster presented to the Institute for Canadian Urban Research Studies in 2009. Examines land use and crime patterns in Coquitlam and Port Coquitlam. Data shows that commercial and civic, institutional, and recreational land uses display the highest rates of all crime types under investigation in both Coquitlam and Port Coquitlam.

Recent federal court decisions appear to limit the ability of cities to mitigate the ambient crime risks associated with adult entertainment businesses. In one instance, a court has assumed that criminological theories do not apply to “off-site” adult businesses. After developing the legal doctrine of secondary effects, we demonstrate that the prevailing criminological theory applies to all adult business models. To corroborate the theory, we report the results of a before/after quasi-experiment for an off-site adult business. When an off-site adult business opens, ambient crime risk doubles compared to a control area. As theory predicts, moreover, ambient victimization risk is …

This report describes the results of an in-depth market assessment study conducted for the Finance Fund by the Center for Economic Development and the Center for Housing Research and Policy at Cleveland State University’s Levin College of Urban Affairs. The Finance Fund, located in Columbus, Ohio, is a statewide nonprofit financial intermediary. Objective The Oregon Department of Transportation conducted a test of an innovative technology to replace fuel taxes with mileage fees. In the test, some vehicles were charged a flat fee per mile and others were charged differential fees that were higher for travel in the Portland metropolitan area during weekday peak hours and lower for other travel. I was charged with developing the database for the project and analyzing the behavioral responses of the participants. The database is quite extensive, including responses to three surveys as well as information on mileage in various categories. The experiment ended on April 1, …

Oregon is one of six states with requirements for mandatory reporting of drivers with medical impairments. In 2003, the state’s mandatory reporting program, administered by Oregon Driver Motor Vehicles (DMV) Services, was revised to cover an extensive range of cognitive and functional impairments. This report examines the safety risk of persons treated in Oregon’s revised Medically At-Risk Driver program. The incidence of crashes and traffic offense convictions before and after license suspension is documented and compared to crash and conviction incidence of persons treated in the DMV’s voluntary medical reporting program. This study is an update of two previous reports commissioned by the Northeast Ohio technology Coalition (NorTech) that examined the high-tech sector in Northeast Ohio (NEO). It focuses on two time periods: 2004-2007, the last recovery period, and 2006-2007, the latest one-year change. Like waterfronts and transit stops, parks leverage value in urban areas. While much recent attention has been given to the signature mega-park, the value of the small-scale neighborhood park in reinventing the city has been overlooked. Once connecting neighborhoods of differing character, and sponsoring more than 80 residential structures along its edges, the historic MacArthur Park at the edge of downtown Little Rock is radically underutilized as an urban neighborhood asset. Severed from its neighborhoods along two edges by interstate construction in the 1960s, this moribund 40-acre municipal park is left with only 16 residential structures along its frontage. The …
