Given the depth and breadth of the pandemic-induced recession in Europe, private companies in need of capital and governments looking to shed state-owned enterprises may be tempted to sell shares, assets, or outright ownership to investors with liquidity to spare. Of greatest concern is the role that China might play in Europe, building Beijing’s soft power, weakening allied geopolitical solidarity, and potentially reprising the role it played in the 2010s, when its investments in Europe expanded dramatically. More specifically, there is concern over China’s investments in infrastructure and sensitive technologies relevant to American and allied military operations and capabilities.

As indicated in the 2018 National Defense Strategy and evolving Multi-Domain Operations doctrine, the assumption the homeland will provide a secure space for mobilization and deployment is no longer valid. This integrated research project goes beyond affirming this assumption and contributes to efforts to mitigate the concerns a contested deployment entails.
Following the introductory chapter, Chapter 2, “Army Deployments in a Contested Homeland: A Framework for Protection,” explores how current coordination and cooperation mechanisms between the DoD and state and local government may need realignment, with civil authorities preparing themselves to support military mobilization. Student homelessness has become a widespread issue at higher education institutions. According to a 2016 survey of both four-year and community colleges, about seven percent of students experienced homelessness. Kennesaw State University (KSU) is not immune to those statistics. The first KSU homeless student was identified in the late 1980s. Since then, the number of students experiencing homelessness and food insecurity has grown every academic year. In the past three years, there has been a 98 percent increase in demand to help feed food insecure students on KSU’s two campuses.

The 27th annual People’s Liberation Army (PLA) Conference—“The People in the PLA” 2.0—revisited a theme first explored at the 2006 conference but understudied since. This volume examines how the structure, education, training, and recruitment of PLA personnel have changed in the last decade and in the Xi Jinping era.
Structural changes in the PLA have centered around two poles: improving the warfighting readiness of the PLA and strengthening Communist Party of China (CPC) control of the PLA. Gray zone warfare has increasingly been the strategy selected by states that are determined to influence change without the risk of major escalation to outright military war. It is a significant concern today, threatening U.S. national security as well as the security of U.S. allies and partners. Although warfare is traditionally led by the Department of Defense (DoD), as the use of gray zone warfare increases and evolves, a whole-of-government approach that incorporates the unique capabilities of Federal departments and agencies for this fight is needed.

This monograph considers how a classical challenge that commanders face in war—namely, making critical decisions on the basis of limited and often unreliable information—has been exacerbated in the era of big data. Data overload complicates the intelligence community’s efforts to identify and exclude disinformation, misinformation, and deception, and thus hampers its ability to deliver reliable intelligence to inform decision-makers in a timely manner. The military commander remains responsible for making a final decision, yet the great wealth of data now available through the intelligence cycle amplifies the risk of decision paralysis. This document provides a cumulative description and assessment of the TDER and all of the fishing activities (i.e. fisheries / fishing sectors) affecting this resource in WA. Future Resource Assessment Reports will assess the Statewide Sharks and Rays Resource. The report is focused on the temperate indicator species (whiskery, gummy, dusky and sandbar sharks) used to assess the suites of demersal sharks and rays that comprise this resource. These species are primarily captured by demersal gillnets used in the TDGDLF that operate in the West Coast and South Coast Bioregions. Ontario municipalities of all sizes face pressure to “do more with less.” Commissioned by the Ontario Ministry of Municipal Affairs, this Resource Guide provides municipal officials with single-source information about a range of current leading practices in cost savings in small and mid-sized Ontario municipalities. Municipalities across the province are continually developing innovative practices that save costs without incurring service level reductions. Most of these practices involve small-scale initiatives that result in modest savings. Greater Toronto is recognized as a high-performing urban region. Over the past decade, however, negative social, economic, and environmental trends have emerged that threaten the region’s future. On the basis of documentary research and four focus group workshops with a diverse array of professional practitioners, this paper assesses the Toronto region’s current assets and vulnerabilities in relation to future risks.The discussion is framed by the concept of resilience—an increasingly popular, yet abstract, concept in urban planning and public administration. In the popular imagination, public housing tenants are considered, at best, victims of intractable poverty and, at worst, criminals. More Than Shelter makes clear that such limited perspectives do not capture the rich reality of tenants’ active engagement in shaping public housing into communities. This was a qualitative study of deliberation and participation in a tribal government setting. The results of this study identified high levels of deliberation and participation with a need to focus on improving the aspect of showing respect towards others. Improving deliberation can result in a more networked community, identification of a greater number of solutions, and greater acceptance of the solution selected.
