"HB1276 Comprehensive plan; Healthy Communities Strategy" authorizes defined localities to incorporate a healthy communities strategy into the next iteration of their local comprehensive plan and to engage the public in the process. Through the work of the House and Senate chief patrons: Delegate Delores L McQuinn (HB 142) and Senator George L. Barker (SB 342) changes to the Transit Ridership Incentive Program (TRIP) intended to increase funding to reduce the impact on public transit fares on individuals with low-incomes were signed into law during Virginia’s 2022 legislative session. House Bill (HB 142) and Senate Bill (SB 342) builds on 2020 legislation establishing TRIP to promote improved transit service in urbanized areas 1 of the Commonwealth with a population of more than 100,000 and to reduce barriers to transit use for low-income individuals. …

A Critical Policy Analysis Of Texas’ Closing The Gaps 2015, Katherine Cumings Mansfield, Stefani Thachik

This critical policy analysis uses critical race theory to provide a counter narrative to the P-16 initiative in Texas known as Closing the Gaps 2015. Findings indicate that while these reforms aim to increase educational access and achievement for people of color, they fall short of addressing systemic inequities such as enduring segregation and unconstitutional school finance policy. Using Texas as a case study illumines the ways the growing number of P-16 councils throughout the US might adapt and improve policy development and implementation to more adequately address educational inequities across racial, ethnic, and linguistic groups. This paper introduces a new feminist approach and framework to policy analysis. As an integration of intersectionality, Black feminist thought and endarkened feminist epistemology, enmarginalized feminist policy analysis (EFPA) offers an intersectional and flexible scope in a framework to assess policy for a diversity of populations, focusing on groups who are forced to live marginal and oppressed lives. Discussion is provided on existing approaches and frameworks in addition to an overview of the theoretical underpinnings of EFPA. Changes to Title IX allowing the growth of single-sex schools have garnered media attention promoting the benefits of separating boys and girls. Alternately, civil rights groups such as the ACLU continue to oppose any type of school segregation. Within this context, a private philanthropy, the Foundation for the Education of Young Women (FEYW) has established public-private partnerships with six Texas school districts to open all-girls’ public college prep magnet schools with plans to expand.
